Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, March 21, 2022, the committee resumed its study of creating a fair and equitable Canadian energy transformation.

Richard Bragdon raised a question of privilege regarding the proportional representation of the parties in the witnesses invited to appear for the study of Creating a Fair and Equitable Canadian Energy Transformation.

RULING BY THE CHAIR

The Chair ruled that the question raised does not relate to parliamentary privilege.

Whereupon, Greg McLean appealed the decision of the Chair.

The question: “Shall the decision of the chair be sustained?” was put and the decision was sustained, by a show of hands: YEAS: 7; NAYS: 4.

Accordingly, the decision of the Chair was sustained.

Samantha Smith, Judy Wilson and Mike Yorke made statements.

Motion

Richard Bragdon moved, — That, before moving to finish the study “Creating a Fair and Equitable Canadian Energy Transformation” the committee invite as witnesses: the Government of Saskatchewan, the Government of Alberta, and the Government of New Brunswick.

Debate arose thereon.

The Chair announced the speaking order.

Whereupon, Francesco Sorbara appealed the decision of the Chair.

The question: “Shall the decision of the Chair be sustained?” was put and the decision was sustained, by a show of hands: YEAS:7; NAYS: 4.

Accordingly, the Chair's decision was sustained.

At 12:30 p.m., the sitting was suspended.

At 12:35 p.m., the sitting resumed.

A point of order was raised as to the acceptability that the speaking order can be challenged.

RULING BY THE CHAIR

The Chair ruled that the decision on the speaking order can be appealed.

Whereupon, Garnett Genuis appealed the decision of the Chair.

The question: “Shall the decision of the chair be sustained?” was put and the decision was sustained on the following recorded division:

YEAS: George Chahal, Julie Dabrusin, Viviane Lapointe, Francesco Sorbara, Ya’ara Saks, Sébastien Lemire, Charlie Angus – 7;

NAYS: Richard Bragdon, Greg McLean, Eric Melillo, Garnett Genuis – 4.

Accordingly, the Chair's decision was sustained.

A point of order was raised regarding the procedural acceptability of the vote on the speaking order.

RULING BY THE CHAIR

The Chair ruled that the vote on the speaking order was concluded.

Garnett Genuis appealed the decision of the Chair.

The question: “Shall the decision of the chair be sustained?” was put and the decision was sustained, by the following recorded division:

The debate on the motion continued.

A point of order was raised regarding which member should have the floor.

RULING BY THE CHAIR

The Chair ruled that the floor be given to Francesco Sorbara.

Francesco Sorbara moved, - That the debate be now adjourned.

The question was put on the motion and was agreed to on the following recorded division:
