Pursuant to Standing Order 108(3)(a)(ii) and the motion adopted by the committee on Thursday, March 3, 2022, the committee resumed its study of expanding the federal jurisdiction for the operational security of the Parliamentary Precinct to include sections of Wellington St and Sparks St.

Steve Kanellakos, Renée Amilcar, Tobi Nussbaum and Patrick Leclerc made statements and, with the other witnesses, answered questions.

At 11:46 a.m., the sitting was suspended.

At 12:20 p.m., the sitting resumed.

Pursuant to the order of reference of Wednesday, May 18, 2022, the committee resumed consideration of Bill C-14, An Act to amend the Constitution Act, 1867 (electoral representation).

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 (alternative title) was postponed.

The Chair called Clause 2.

On Clause 2,

Alain Therrien moved, — That Bill C-14, in Clause 2, be amended by adding after line 16 on page 1 the following:

“(2) Subsection 51(1) of the Act is amended by adding the following after rule 4:

4.1 After the application of rules 1 and 2 and section 51A, there shall in respect of Quebec be added any additional members needed so that, after the completion of the readjustment, the total number of members for that province is not less than 25% of the total number of members in the House of Commons.”

Debate arose thereon.

The Chair ruled the proposed amendment inadmissible because it was contrary to the principle of the Bill, as provided on page 770 of House of Commons Procedure and Practice, Third Edition.

Whereupon, Alain Therrien appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

YEAS: Rachel Blaney, Lena Metlege Diab, Tom Kmiec, Tim Louis, Kelly McCauley, Jennifer O'Connell, Sherry Romanado, Andrew Scheer, Ryan Turnbull, Brad Vis — 10;

NAYS: Alain Therrien — 1.

Brad Vis moved, — That Bill C-14, in Clause 2, be amended by adding after line 16 on page 1 the following:

“(2) Subsection 51(1) of the Act is amended by adding the following after rule 4:

4.1 After the application of rules 1 to 4 and section 51A, in respect of each province, there shall be added, if necessary, a number of members such that the number of members assigned to the province is proportionate to the number of members that would have been assigned in accordance with rule 1.”

Debate arose thereon.

The Chair ruled the proposed amendment inadmissible because it was contrary to the principle of the Bill, as provided on page 770 of House of Commons Procedure and Practice, Third Edition.

Clause 2 carried on the following recorded division:

NAYS: Alain Therrien — 1.

By unanimous consent, Clauses 3 to 5 inclusive carried on division severally.

Clause 1, Alternative Title, carried on division.

The Title carried on division.

The Bill was adopted on division.

ORDERED, — That the Chair report the Bill to the House on division.

It was agreed, — That the proposed budget in the amount of $1,025, for the study of Bill C-14, An Act to amend the Constitution Act, 1867 (electoral representation), be adopted.

At 12:49 p.m., the committee adjourned to the call of the Chair.
