Yves Giroux made a statement and, with Christopher Penney, answered questions.
On motion of Kelly McCauley, it was agreed, — That the committee requests that the Office of the Parliamentary Budget Officer update Chart 2-1 and Chart 2-2 in its June 2022 report titled “Canada’s Military Expenditure and the NATO 2% Spending Target” to reflect the reporting standard used prior to 2017, and that the update be provided to the committee by Thursday, September 15, 2022.
Julie Vignola moved, — That, pursuant to Standing Order 108(2), the committee undertake a study of the expenditure of nearly $100,000 in public funds for the Governor General of Canada for catering services during an eight day tour of the Middle East in March 2022; and that the committee invites the Governor General to appear before the committee for a period of two hours on or before June 23, 2022; that if the Governor General is unable to appear before the committee herself, she appoint a member of her office who shall have the necessary authority to answer the questions of the members of the committee.
A point of order was raised as to the procedural acceptability of the proposed motion.
RULING BY THE CHAIR
The Chair ruled that the motion was admissible as the expenditures of the Office of the Governor General fell within the mandate of the committee.
Whereupon, Anthony Housefather appealed the decision of the Chair.
The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:
YEAS: Parm Bains, Anthony Housefather, Majid Jowhari, Irek Kusmierczyk, Joanne Thompson — 5;
NAYS: Gord Johns, Ben Lobb, Kelly McCauley, Rick Perkins, Julie Vignola — 5.
Accordingly, the Chair's decision was sustained.
Debate arose thereon.
Kelly McCauley moved, — That the motion be amended by:
(a) adding, before the words “Governor General”, the following: “the Office of the”;
(b) replacing the word “June” with the following “September”;
(c) deleting the following “; that if the Governor General is unable to appear before the committee herself, she appoint a member of her office who shall have the necessary authority” .
Debate arose thereon.
Anthony Housefather moved, — That the amendment be amended by adding after the words “the committee invite the Office of the Governor General” the following: “and representatives of the Department of National Defence”.
After debate, the question was put on the subamendment of Anthony Housefather and it was agreed to on the following recorded division:

The motion, as amended, read as follows:
