It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your subcommittee met on Tuesday, January 18, 2022, to consider the business of the committee and agreed to make the following recommendations:

1. That the next meeting commence with a cultural sensitivity exercise known as the blanket exercise, led by KAIROS.

2. That the committee undertake the following studies, in the order shown below, allotting a maximum of six meetings for each study:
   1. That, pursuant to Standing Order 108(2), the committee undertake a study on the existing barriers to Indigenous economic development and how to remove them; and, that the committee invite officials from the National Aboriginal Institutions created in the First Nations Fiscal Management Act (2005), officials from the Department of Finance, officials from the Department of Indigenous Services, the Minister of Indigenous Services, officials from the Department of Crown-Indigenous Relations and Northern Affairs, the Minister of Crown- Indigenous Relations, and the Minister of Northern Affairs; that all meetings for this study be televised; that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

   2. That, pursuant to Standing Order 108(2), the committee undertake a study on the restitution of land to Indigenous Peoples in Canada; that the committee’s study take account of, but not be limited to, examination of access to and transfer of Crown land across Canada, treaty rights implementation, self-government agreement implementation, comprehensive land claim completion, compensation, title rights, and the impacts of historical and continued dispossession of Indigenous Peoples from land, including the impact on economic development and resource extraction; that all meetings for this study be televised or webcast; that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

   3. That, pursuant to Standing Order 108(2), the committee undertake a study to review the healthcare rights of Indigenous Peoples through the accessibility and administration of the Non-Insured Health Benefits program (NIHB), as it pertains to implementation of the Truth and Reconciliation Commission Calls to Action on Health (#18 to 24), specifically, recognizing existing First Nations, Métis and Inuit traditional counsellors as culturally relevant mental health supports to be accessible through Non-Insured Health Benefits program (as affirmed by the Truth and Reconciliation Call to Action #22), medical escorts for patients required to travel to access health care, and redressing the delay of compensation for service providers creating a flight of available health providers for Non-Insured Health Benefits users; that the committee invite the Minister of Northern Affairs and the Minister of Indigenous Services, health care providers, representatives of Indigenous communities, and government officials to examine this issue; that the committee hold a minimum of six meetings on this issue; and that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

   4. That, pursuant to Standing Order 108(2), the committee undertake a study on the emergency preparedness to Indigenous Peoples in Canada; that the committee’s study take account the possible effects of wildfire, floods, earthquakes and pandemics for First Nations; that the study include but not be limited to looking at high risk flood insurance, programs in place to finance the rebuilding of infrastructure including the Disaster Financial Assistance Arrangements as well as what steps can be taken now to build resilient communities; that the committee also study the various partnerships needed for indigenous organizations to have clear communications and partnerships with provinces and territories and the federal government and to lead and take decisions; that all meetings for this study be televised or webcast; that the committee report its findings and recommendations to the House; and that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

3. That the committee request the Parliamentary Budget Officer prepare research and comparative analysis on the Estimates, for the Department of Crown-Indigenous Relations and Northern Affairs and the Department of Indigenous Services beginning at least as early as 2015-16 to 2021-22, and future years as data availability permits; that this research and comparative analysis be submitted to the committee within 60 days; and that, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

4. That the committee acknowledge that June 21 is National Indigenous Peoples Day and plan accordingly.

It was agreed, — That the committee allow the Bloc Québécois to bring a substitute study for the subcommittee to consider.
