Pursuant to the order of reference of Wednesday, June 15, 2022, the committee resumed consideration of Bill C-215, An Act to amend the Employment Insurance Act (illness, injury or quarantine).

Benoit Cadieux made a statement and, with Anamika Mona Nandy, answered questions.

At 5:52 p.m., the sitting was suspended.

At 5:57 p.m., the sitting resumed.

It was agreed, — That, notwithstanding the routine motion governing orders of reference from the House respecting bills, the 48 hours notice to file amendments prior to the start of clause-by-clause consideration of Bill C-215, An Act to amend the Employment Insurance Act (illness, injury or quarantine), be waived.

The committee commenced its clause-by-clause study of the Bill.

The Chair called Clause 1.

On new Clause 0.1,

Bonita Zarrillo moved, — That Bill C-215 be amended by adding before line 4 on page 1 the following new clauses:

“0.1 Subsection 8(2) of the Employment Insurance Act is amended by striking out “or” at the end of paragraph (c), by adding “or” at the end of paragraph (d) and by adding the following after paragraph (d):

(e) receiving pregnancy or parental benefits or their equivalents from a provincial parental insurance plan.

0.2 Subsection 10(10) of the Act is amended by striking out “or” at the end of paragraph (c), by adding “or” at the end of paragraph (d) and by adding the following after paragraph (d):

(e) in receipt of pregnancy or parental benefits or their equivalents from a provincial parental insurance plan.”

The Chair ruled the proposed amendment inadmissible because it infringed on the financial initiative of the Crown, as provided on page 772 of House of Commons Procedure and Practice, Third Edition.

Whereupon, Bonita Zarrillo appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

YEAS: Scott Aitchison, Chad Collins, Michael Coteau, Rosemarie Falk, Michelle Ferreri, Stephanie Kusie, Irek Kusmierczyk, Wayne Long, Tony Van Bynen — 9;

NAYS: Louise Chabot, Bonita Zarrillo — 2.

On Clause 1,

Bonita Zarrillo moved, — That Bill C-215, in Clause 1, be amended by replacing line 6 on page 1 with the following:

“(c) despite subsection 12(6), because of a prescribed illness, injury or quaran-”

The Chair ruled the proposed amendment inadmissible because it infringed on the financial initiative of the Crown, as provided on page 772 of House of Commons Procedure and Practice, Third Edition.

Whereupon, Bonita Zarrillo appealed the decision of the Chair.

It was agreed, — That the proposed budget in the amount of $7,850, for the study of Bill C-215, An Act to amend the Employment Insurance Act (illness, injury or quarantine), be adopted.

It was agreed, — That, in relation to the consideration of Bill C-22, An Act to reduce poverty and to support the financial security of persons with disabilities by establishing the Canada disability benefit and making a consequential amendment to the Income Tax Act, the deadline for the submission of witness lists to the clerk of the committee be Friday, October 21, 2022, at 5:00 p.m. (EDT).

It was agreed, — That, in relation to the consideration of Bill C-22, An Act to reduce poverty and to support the financial security of persons with disabilities by establishing the Canada disability benefit and making a consequential amendment to the Income Tax Act, the committee hold four meetings to hear from witnesses.

It was agreed, — That, in relation to the study of labour shortages, working conditions and the care economy, the meeting of Monday, October 24, 2022, be dedicated to the consideration of the draft report.

It was agreed, — That, on Wednesday, October 26, 2022, the committee schedule a briefing session with officials from the Department of Development of Employment and Social Development on Bill C-22, An Act to reduce poverty and to support the financial security of persons with disabilities by establishing the Canada disability benefit and making a consequential amendment to the Income Tax Act.

It was agreed, — That the committee commence consideration of Bill C-22, An Act to reduce poverty and to support the financial security of persons with disabilities by establishing the Canada disability benefit and making a consequential amendment to the Income Tax Act, on Monday, October 31, 2022.

At 6:41 p.m., the committee adjourned to the call of the Chair.
