Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, January 31, 2022, the committee resumed its study of vaccine equity and intellectual property rights.

The committee resumed consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Overcoming the Barriers to Global Vaccine Equity and Ending the Pandemic".

It was agreed, — That the Chair, clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the committee request that the government table a comprehensive response to the report.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned, single-spaced, and be submitted electronically, in both official languages, to the clerk of the committee, not later than 5:00 p.m. ET on Thursday, October 13, 2022.

ORDERED, — That the Chair present the report to the House.

ORDERED, — That the clerk and analysts of the committee, in consultation with the Chair, prepare a news release for publication on the committee’s website and for distribution upon presentation of the report to the House.
The committee proceeded to the consideration of matters related to committee business.

At 4:59 p.m., the sitting was suspended.

At 5:03 p.m., the sitting resumed.

It was agreed, — That the proposed budget in the amount of $4,600.00, for the consideration of Bill S-211, An Act to enact the Fighting Against Forced Labour and Child Labour in Supply Chains Act and to amend the Customs Tariff, be adopted.

It was agreed, — That the proposed budget in the amount of $9,400.00, for the study of the security at the borders between Azerbaijan and Armenia, be adopted.

It was agreed, — That, in relation to the consideration of Bill S-223, An Act to amend the Criminal Code and the Immigration and Refugee Protection Act (trafficking in human organs), members submit their list of suggested witnesses, by order of priority, to the clerk of the committee no later than Wednesday, October 12, 2022, at 5:00 p.m. ET.

It was agreed, — That, in relation to the study of the extreme flooding in Pakistan, members submit their list of suggested witnesses, by order of priority, to the clerk of the committee no later than Wednesday, October 12, 2022, at 5:00 p.m. ET.

It was agreed, — That, in relation to the study of the security at the borders between Azerbaijan and Armenia, members submit their list of suggested witnesses, by order of priority, to the clerk of the committee no later than Tuesday, November 1st, 2022, at 5:00 p.m. ET.

It was agreed, — That, in consultation with the whips of all recognised parties, the committee seek to hold an additional meeting during the week of October 17, 2022.

It was agreed, — That the committee instruct the clerk to advise independent members of the House that clause by clause consideration of Bill S-223, An Act to amend the Criminal Code and the Immigration and Refugee Protection Act (trafficking in human organs) could be as soon as Wednesday, October 19, 2022.

It was agreed, — That, in relation to the study of the situation at the Russia-Ukraine border and implications for peace and security, the Chair be instructed to prepare the proposed preliminary submission for the committee’s travel to Belgium, Sweden, Finland and Poland, in the winter of 2023.

At 6:38 p.m., the committee adjourned to the call of the Chair.
