The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Fifth Report from the Subcommittee on Agenda and Procedure, which reads as follows, be concurred in :

Your Subcommittee met on September 27, 2018, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee hold a briefing on Report 1—Salmon Farming, of the 2018 Spring Reports of the Commissioner of the Environment and Sustainable Development to the Parliament of Canada, on Thursday, October 4, 2018;

2. That the Committee hold a briefing on Report 2—Protecting Marine Mammals, of the 2018 Fall Reports of the Commissioner of the Environment and Sustainable Development to the Parliament of Canada, on Tuesday, October 23, 2018;

3. That the meetings of Thursday, October 25, Tuesday, October 30, and Thursday, November 1, 2018, be dedicated to the study on the situation of endangered whales (M-154), receive testimony from representatives of the fishing industry, from other stakeholders, from marine scientists and from the Department of Fisheries and Oceans;

4. That the meetings of Tuesday, November 6, Thursday, November 8, and Tuesday, November 20, 2018, be dedicated to the study of the current state of Department of Fisheries and Oceans' small craft harbours, receving testimony from witnesses for the two first meetings, and from officials for the last meeting;

5. That, on a date to be determined, one meeting be dedicated to the consideration of the Supplementary Estimates (A), 2018-19;

6. That the routine motion pertaining to time given to witnesses for opening statements, adopted by the Committee on Tuesday, February 16, 2016, be rescinded and replaced with the following: That witnesses be given up to seven (7) minutes to make their opening statement; that, during the questioning of witnesses, seven (7) minutes be allocated to each party in the first round in the following order: Liberal Party, Conservative Party, New Democratic Party and Liberal Party; and that for the second round of questioning, the time be allocated as follows: Conservative Party five (5) minutes, Liberal Party five (5) minutes, Conservative Party five (5) minutes, Liberal Party five (5) minutes, and New Democratic Party three (3) minutes;

7. That in relation to its upcoming travel on Monday, October 15, 2018, the Committee take a chartered flight from Campbell River to Prince Rupert;

8. That in relation its upcoming travel, on Wednesday, October 17, 2018, the Committee take a commercial flight from Winnipeg to Toronto; and

9. That the analysts and the clerk, in consultation with the Chair, prepare a news release for publication on the Committee's website and for distribution in relation to the Committee's travel in October 2018.

It was agreed, — That, notwithstanding any decision made previously, the meeting of Thursday, October 4, 2018, be dedicated to Committee business.

It was agreed, — That, notwithstanding any decision made previously, the meeting of Tuesday, October 23, 2018, be dedicated to a briefing on Report 1—Salmon Farming, of the 2018 Spring Reports of the Commissioner of the Environment and Sustainable Development to the Parliament of Canada for the first hour, to a briefing on Report 2—Protecting Marine Mammals, of the 2018 Fall Reports of the Commissioner of the Environment and Sustainable Development to the Parliament of Canada for the second hour, and that the Commissioner be invited for the full two hours.

It was agreed, — That, the Minister and Officials be invited when the Committee considers the Supplementary Estimates (A), 2018-19.

At 4:25 p.m., the Committee adjourned to the call of the Chair.
