Pursuant to the Order of Reference of Tuesday, May 9, 2017, the Committee resumed consideration of Bill C-44, An Act to implement certain provisions of the budget tabled in Parliament on March 22, 2017 and other measures.

The Committee resumed clause-by-clause consideration on Clause 192 of the Bill.

Patricia Brady, Andrew Brown, Sébastien St-Arnaud, Marie-Pier Coté, Glenn Campbell, Shawn Grover, Niko Fleming, Victoria Henderson, Louis Marcotte and Roger Ermuth answered questions.

On Clause 192,

Pursuant to the order adopted by the Committee on Tuesday, May 10, 2016, the following amendment, submitted by Gabriel Ste-Marie for the consideration of the Committee, was deemed moved:

That Bill C-44, in Clause 192, be amended by replacing line 9 on page 110 with the following:

Pursuant to the order adopted by the Committee on Tuesday, May 10, 2016, the following amendment, submitted by Monique Pauzé for the consideration of the Committee, was deemed moved:

That Bill C-44 be amended by adding after line 13 on page 130 the following new clause:

“235.1 The Act is amended by adding the following after section 23:

23.01 A qualifying period referred to in paragraph 8(1)(a) is extended by the aggregate of any weeks during the qualifying period for which the person proves, in the manner that the Commission may direct, that

(a) they had an interruption of earnings from insurable employment; and

(b) during the 52 weeks before the interruption of earnings, they received special benefits under section 22 or 23 or allowances, money or other benefits under a provincial law as the result of a pregnancy or parental leave, or would have received them but for the operation of subsections 22(3) and 23(3.5).”

The Chair ruled the proposed amendment inadmissible because it infringed on the financial initiative of the Crown, as provided on pages 767-768 of House of Commons Procedure and Practice, Second Edition.
