The Committee proceeded to the consideration of matters related to Committee business.

At 11:53 a.m., the sitting was suspended.

At 12:01 p.m., the sitting resumed.

It was agreed, — That, in relation to Bill C-69, An Act to enact the Impact Assessment Act and the Canadian Energy Regulator Act, to amend the Navigation Protection Act and to make consequential amendments to other Acts:

  1. the Committee begin its consideration of the Bill on Thursday, March 22, 2018 and invite the Minister of Environment and Climate Change and the Minister Natural Resources, to appear on that day;
  2. that the Committee invite the Minister of Transport and departmental officials to appear on Wednesday, March 28, 2018;
  3. the Committee proceed, starting on Tuesday, March 27, to an eight hours (spread over three days) a week meeting schedule for the remaining duration of the Committee’s consideration of the Bill, with the meetings scheduled on Tuesday, Wednesday, and Thursdays;
  4. the Committee invite the Minister of Environment and Climate Change to appear a second time for at least an hour prior to clause-by-clause consideration;
  5. the deadline to request to appear before the Committee be Friday, March 30, 2018;
  6. the deadline to submit a written brief to the Committee be Friday, April 6, 2018;
  7. the Committee hear from witnesses until Thursday, April 26, 2018;
  8. notwithstanding any motion adopted by the Committee in relation to the submission of proposed amendments to bills, the members of the Committee as well as Members who are not part of a caucus represented on the Committee submit to the Clerk all of their proposed amendments to the Bill, no later than end of day on Monday, April 30, 2018, in both official languages, and that these be distributed to Members;
  9. the Clerk write immediately to each Member who is not a member of a caucus represented on the Committee to inform them of the beginning of the consideration of the Bill by the Committee and to invite them to prepare and submit any proposed amendments to the Bill for the Committee’s consideration prior to the deadline;
  10. the Committee proceed with clause-by-clause consideration of the Bill on Tuesday, May 8, 2018;
  11. if 80 or more suggested amendments are received, the Chair may limit debate on each clause to a maximum of five minutes per party, per clause; and
  12. should the Committee not complete its clause-by-clause consideration of the Bill by 9:00 p.m. on Tuesday, May 22, 2018, all remaining amendments submitted to the Committee shall be deemed moved; the Chair shall put the question, forthwith and successively, without further debate on all remaining clauses and proposed amendments, as well as each and every question necessary to dispose of clause-by-clause consideration of the Bill, as well as all questions necessary to report the Bill to the House; order that it be reprinted; and order the Chair to report the Bill to the House as soon as possible.
