The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, Pierre-Luc Dusseault, presiding.

 

Members of the Committee present: Scott Andrews, Charmaine Borg, Alexandre Boulerice, Brad Butt, Blaine Calkins, John Carmichael, Patricia Davidson, Earl Dreeshen, Pierre-Luc Dusseault and Colin Mayes.

 

Acting Members present: Peter Julian for Charlie Angus and Chris Warkentin for Dean Del Mastro.

 

In attendance: Library of Parliament: Miguel Bernal-Castillero, Analyst; Maxime-Olivier Thibodeau, Analyst.

 

Witnesses: École nationale d'administration publique: Yves Boisvert, Professor. Canadian Bar Association: Kerri Froc, Staff Lawyer, Law Reform and Equality; Guy Giorno, Executive Member.

 
Pursuant to the Order of Reference of Monday, December 10, 2012, section 67 of the Conflict of Interest Act, and the motion adopted by the Committee on Tuesday, December 11, 2012, the Committee resumed the statutory review of the Conflict of Interest Act .
 

Yves Boisvert, Kerri Froc and Guy Giorno made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Charmaine Borg moved, — That, in response to the public concern over recent data breaches that have affected more than half a million Canadians, the Standing Committee on Access to Information, Privacy and Ethics conduct a study relating to mandatory reporting to the Office of the Privacy Commissioner of incidents of data loss or breach as well as providing the Commissioner with appropriate order-making powers, and that the Committee report its findings and any resulting recommendations for modification to the Privacy Act to Parliament.

Debate arose thereon.

 

At 4:48 p.m., the sitting was suspended.

At 4:50 p.m., the sitting resumed.

 

The Committee resumed consideration of the motion of Charmaine Borg.

 

Chris Warkentin moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Brad Butt, John Carmichael, Patricia Davidson, Earl Dreeshen, Colin Mayes, Chris Warkentin — 6; NAYS: Scott Andrews, Charmaine Borg, Alexandre Boulerice, Peter Julian — 4.

 

At 4:52 p.m., the sitting was suspended.

At 4:55 p.m., the sitting resumed in camera.

 

At 5:02 p.m., the Committee adjourned to the call of the Chair.
