The Standing Committee on Fisheries and Oceans met at 3:30 p.m. this day, in Room 269, West Block, the Chair, Rodney Weston, presiding.

 

Members of the Committee present: Mike Allen, Scott Andrews, Raynald Blais, Hon. Gerry Byrne, Blaine Calkins, Fin Donnelly, Randy Kamp, Hon. Lawrence MacAulay, Tilly O'Neill-Gordon, John Weston and Rodney Weston.

 

Acting Members present: Gérard Asselin for Yvon Lévesque.

 

In attendance: Library of Parliament: François Côté, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Gerry Byrne moved, — That, pursuant to Standing Order 108(2), the Committee study the shellfish industry in Atlantic Canada and Quebec, including but not limited to, current and past management plans for the snow crab fishery in all areas and related licensing decisions, sharing arrangements among the snow crab fishery fleets, and the assistance program for lobster fishermen, and call to appear the Minister of Fisheries and Oceans with the appropriate departmental officials, Tim Rhyno, a crab license holder, and representatives of corporate, traditional and aboriginal fleets and the processing sector, particularly from South-East Nova Scotia, the Southern Gulf of St. Lawrence, and Newfoundland and Labrador; and that the Committee report to the House on its findings and conclusions.

Debate arose thereon.

 

Lawrence MacAulay moved, — That the motion be amended by replacing the words “shellfish industry” with the words “snow crab industry” and by deleting the words “including but not limited to, current and past management plans for the snow crab fishery in all areas and related licensing decisions, sharing arrangements among the snow crab fishery fleets, and the assistance program for lobster fishermen, and call to appear the Minister of Fisheries and Oceans with the appropriate departmental officials, Tim Rhyno, a crab license holder, and representatives of corporate, traditional and aboriginal fleets and the processing sector, particularly from South-East Nova Scotia, the Southern Gulf of St. Lawrence, and Newfoundland and Labrador”.

Debate arose thereon.

 

After debate, the question was put on the amendment of Lawrence MacAulay and it was agreed to.

 

Blaine Calkins moved, — That the motion be amended by adding between the words “Committee” and “study” the following: “,after completing its study on aquaculture on the West Coast,”.

Debate arose thereon.

 

John Weston moved, — That the Committee do now adjourn.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

The Committee resumed consideration of the amendment of Blaine Calkins.

 

RULING BY THE CHAIR

The Chair ruled the proposed amendment inadmissible because it did not refer to an existing Committee study.

 

Mike Allen moved, — That the motion be amended by adding after the word “Quebec” the following: “and West Coast aquaculture, based on the workplan developed by the Subcommittee on agenda and procedure that would subsequently be approved by the main Committee,”.

 

The question was put on the amendment of Mike Allen and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 11; NAYS: 0.

 

The motion, as amended, read as follows:

That, pursuant to Standing Order 108(2), Committee study the snow crab industry in Atlantic Canada and Quebec and West Coast aquaculture, based on the work plan developed by the Subcommittee on Agenda and Procedure that would subsequently be approved by the main Committee, and that the Committee report to the House on its findings and conclusions.

 

At 5:30 p.m., the Committee adjourned to the call of the Chair.
