The Standing Committee on Aboriginal Affairs and Northern Development met at 3:29 p.m. this day, in Room 269, West Block, the Chair, Bruce Stanton, presiding.

 

Members of the Committee present: Rob Clarke, Earl Dreeshen, John Duncan, Marc Lemay, Yvon Lévesque, LaVar Payne, Todd Norman Russell and Bruce Stanton.

 

Acting Members present: Scott Andrews for Hon. Larry Bagnell, Megan Anissa Leslie for Jean Crowder, Alexandra Mendes for Hon. Anita Neville and Tim Uppal for Greg Rickford.

 

In attendance: Library of Parliament: Tonina Simeone, Analyst; Trina Wall, Analyst.

 

Witnesses: Assembly of First Nations: Jody Wilson-Raybould, Regional Chief, British Columbia; Karen Campbell, Senior Policy Analyst, Strategic Policy, Planning and Law. Canadian Bar Association: Christopher Devlin, Executive Member, National Aboriginal Law Section; Gaylene Schellenberg, Lawyer, Legislation and Law Reform. Barreau du Québec: Nicole Dufour, Lawyer, Research and Legislation Service; Renée Dupuis, Lawyer. Métis National Council: Kathy Hodgson-Smith, Barrister and Solicitor, Hodgson-Smith Law.

 
Pursuant to the Order of Reference of Monday, March 29, 2010, the Committee resumed consideration of Bill C-3, An Act to promote gender equity in Indian registration by responding to the Court of Appeal for British Columbia decision in McIvor v. Canada (Registrar of Indian and Northern Affairs).
 

Chief Jody Wilson-Raybould made a statement and, with Karen Campbell, answered questions.

 

At 4:28 p.m., the sitting was suspended.

At 4:33 p.m., the sitting resumed.

 

Christopher Devlin, Gaylene Schellenberg, Nicole Dufour, Renée Dupuis and Kathy Hodgson-Smith made statements and answered questions.

 

At 5:20, Todd Russell took the Chair.

 

At 5:33 p.m., the Committee adjourned to the call of the Chair.
