The Standing Committee on Justice and Human Rights met at 3:31 p.m. this day, in Room 269, West Block, the Chair, Art Hanger, presiding.

 

Members of the Committee present: Hon. Larry Bagnell, Blaine Calkins, Joe Comartin, Rick Dykstra, Carole Freeman, Art Hanger, Hon. Dominic LeBlanc, Derek Lee, Réal Ménard, Rob Moore, Brian Murphy and Daniel Petit.

 

Acting Members present: Mark Holland for Hon. Larry Bagnell.

 

In attendance: Library of Parliament: Robin MacKay, Analyst; Dominique Valiquet, Analyst. House of Commons: Erica Pereira, Committee Clerk.

 

Witnesses: Hon. John G. Bryden, Senator. Pursuant to the Order of Reference of Friday, November 30, 2007, the Committee commenced consideration of Bill S-203, An Act to amend the Criminal Code (cruelty to animals).
 

The Chair called Clause 1.

 

Hon. John G. Bryden, Senator, made a statement and, answered questions.

 

At 4:39 p.m., the Committee proceeded to sit in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Third Report of the Subcommittee on Agenda and Procedure which read as follows:

That, on Bill S-203, An Act to amend the Criminal Code (cruelty to animals) the following witnesses be invited: On Thursday, January 31, 2008: Hon. John Bryden, Senator; Leslie Ballentine, National Coalition of Animal-based Sectors; John Drake and Alice Crook, Canadian Veterinary Medical Association; Andrew Tasker and Steve Mills, Association of Universities and Colleges of Canada.

On Tuesday, February 5, 2008: Shelagh MacDonald, Canadian Federation of Humane Societies; Greg Farrant, Canadian Federation of Anglers and Hunters; Kim Elmslie and Barbara Cartwright, International Fund for Animal Welfare; Jim Pippolo, Canadian Professional Rodeo Association; Don Milton, Canadian Association for Humane Trapping; Karen Markham, Department of Justice.

On Thursday, February 14, 2008: Patrick Tohill, World Society for the Protection of Animals; Mark Holland, M.P.

That, on the study on matters related to Impaired Driving, the following witnesses be invited:

That the Committee continue hearings on Bill S-203 as required on February 14, 2008 and that if work on Bill S-203 is completed before then and no further hearings are necessary, that the Committee continue consideration of the study on matters related to Impaired Driving on that day. That the Committee continue consideration of the study on matters related to Impaired Driving on February 26, 2008 and on February 28, 2008.

That, the Committee study Bill C-31, An Act to amend the Judges Act on March 4, 2008 and that the Minister of Justice and senior officials be invited to appear, and that the Committee proceed to clause-by-clause consideration following their appearance.

 

It was agreed, — That the proposed budget for the study on Bill S-203, An Act to amend the Criminal Code (cruelty to animals) in the amount of $ 12,600 be adopted.

 

It was agreed, — That the proposed budget for the study on matters related to Impaired Driving study in the amount of $ 15, 050 be adopted.

 

At 4:55 p.m., the Committee resumed consideration of Bill S-203, An Act to Amend the Criminal Code (cruelty to animals) in public.

 

The witnesses made statements and answered questions.

 

At 5:47 p.m., the Committee adjourned to the call of the Chair.
