The Standing Committee on Industry, Science and Technology met by videoconference at 11:06 a.m. this day, in Room 308, West Block, the Chair, James Rajotte, presiding.

 

Members of the Committee present: André Arthur, Hon. Scott Brison, Paule Brunelle, Colin Carrie, Hon. Mark Eyking, Hon. Dan McTeague, Peggy Nash, James Rajotte, Hon. Raymond Simard, Bruce Stanton, Dave Van Kesteren and Robert Vincent.

 

In attendance: Library of Parliament: Lalita Acharya, Analyst; Eleanor Fast, Analyst; Dan Shaw, Analyst.

 

Witnesses: As an individual: Darin Barney. Canadian Association of Science Centres: Tammy Adkin, Vice-President; Scott Langen, President; Tracy Ross, Executive Director. Partnership Group for Science and Engineering: Ian Rutherford, Representative, Executive Director of the Canadian Meteorological and Oceanographic Society; Denis A. St-Onge, Past Chair. Science for Peace: Walter Dorn, United Nations Representative; Derek Paul, Treasurer.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 7, 2008, the Committee resumed its study of Canadian Science and Technology.
 

Darin Barney, Scott Langen, Ian Rutherford, Walter Dorn, and Derek Paul made statements and, with Tracy Ross and Tammy Adkin, answered questions.

 

At 12:24 p.m., the sitting was suspended.

At 12:28 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Mark Eyking moved, — That the Standing Committee on Industry, Science and Technology hear from the Tourism Industry Association of Canada, during a one hour panel on Thursday June 12th, on the subject of the Association's recent report on the decline of tourism in Canada.

Debate arose thereon.

 

On motion of Bruce Stanton, it was agreed, — That the motion be amended by adding after the word “Canada,” the following: “the Airport Authority Community, the Canadian Tourism Commission and other relevant witnesses,” and by replacing the words “one hour,” with the words “one and a half hour”.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

The motion, as amended, read as follows:

That the Standing Committee on Industry, Science and Technology hear from the Tourism Industry Association of Canada, the Airport Authority Community, the Canadian Tourism Commission and other relevant witnesses, during a one and a half hour panel on Thursday June 12th, on the subject of the Association's recent report on the decline of tourism in Canada.

 

Peggy Nash moved, — That the Standing Committee on Industry, Science and Technology hold an additional meeting to hear from representatives of the oil and gas industry and relevant witnesses to come before the Committee to explain the reason for the increases in the price of oil and gas.

Debate arose thereon.

 

On motion of Dan McTeague, it was agreed, — That the motion be amended by adding after the word “industry,” the following: “pension fund managers, institutional investors involved with global electronic exchanges,” and by deleting the words “to come before the Committee”.

 

Colin Carrie moved, — That the motion be amended by adding after the word “Technology” the following: “strike a subcommittee, whose membership be composed of all twelve (12) members of the Standing Committee, to hold approximately three (3) meetings during the late summer or early fall” and by deleting the words “hold an additional meeting” .

Debate arose thereon.

 

The question was put on the amendment of Colin Carrie and it was agreed to, by a show of hands: YEAS: 9; NAYS: 2.

 

After debate, the question was put on the motion, as amended, and it was agreed to.

 

The motion, as amended, read as follows:

That the Standing Committee on Industry, Science and Technology strike a subcommittee, whose membership be composed of all twelve (12) members of the Standing Committee, to hold approximately three (3) meetings during the late summer or early fall to hear from representatives of the oil and gas industry, pension fund managers, institutional investors involved with global electronic exchanges and relevant witnesses to explain the reason for the increases in the price of oil and gas.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
