Meeting No. 19

Wednesday, October 4, 2006

The Standing Committee on Foreign Affairs and International Development met at 3:30 p.m. this day, in Room 308, West Block, the Chair, Kevin Sorenson, presiding.

Members of the Committee present: Diane Bourgeois, Bill Casey, Peter Goldring, Hon. Keith Martin, Alexa McDonough, Bernard Patry, Kevin Sorenson and Peter Van Loan.

Acting Members present: Omar Alghabra for Hon. Albina Guarnieri, Dean Allison for Peter Van Loan, Vivian Barbot for Francine Lalonde, Hon. Dan McTeague for Hon. Bryon Wilfert, Ted Menzies for Deepak Obhrai and Borys Wrzesnewskyj for Hon. Bryon Wilfert.

In attendance: Library of Parliament: Gerald Schmitz, Principal.

Witnesses: As individuals: Thomas Axworthy, Chair, Centre for the Study of Democracy, Queen's University; Jeffrey Kopstein, Director, Centre for European, Russian, and Eurasian Studies, University of Toronto ; George Perlin, Emeritus Professor and Fellow, School of Policy Studies, Queen's University.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 10, 2006, the Committee resumed its study on Democratic Development.

George Perlin and Jeffery Kopstein made statements and answered questions.

At 4:29 p.m., the sitting was suspended.

At 4:34 p.m., the sitting resumed.

Thomas Axworthy made a statement and answered questions.

At 5:00 p.m., Bernard Party took the Chair.

At 5:05 p.m., Kevin Sorenson took the Chair.

The Committee proceeded to the consideration of matters related to Committee business.

Alexa McDonough moved, — That pursuant to Standing Order 108(2) and the Committee’s study on the on-going crisis in Darfur, the Committee invite departmental officials from CIDA and Foreign Affairs to inform members on:

- The latest developments with respect to Darfur;

- The current and projected Canadian assistance to the African Union mission in Darfur;

- Canada’s planned contribution to the UN peacekeeping force in Darfur; and

that the Committee schedule and extra meeting Thursday, October 19, 2006 to hear from said officials.

Debate arose thereon.

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 7; NAYS: 4.

Diane Bourgeois moved, — That the Committee, as part of its in-depth study of democratic development, should immediately address the reconstruction and aid strategy chosen by Canada to help Afghanistan in order to evaluate Canada’s contribution thus far, and should invite to appear before it as soon as possible representatives of non-governmental organizations directly or indirectly involved in this country and experts on this matter.

Debate arose thereon.

Ted Menzies moved, — That the motion be amended by replacing all the words after “democratic development” with the words “should address how reconstruction and aid strategies can be used as a tool to promote democractic development”.

Debate arose thereon.

By unanimous consent, the motion was allowed to stand.

At 5:40 p.m., the Committee adjourned to the call of the Chair.
