The Standing Committee on Aboriginal Affairs and Northern Development met in a televised session at 11:08 a.m. this day, in Room 253-D Centre Block, the Chair, Nancy Karetak-Lindell, presiding.

 

Members of the Committee present: André Bellavance, Bernard Cleary, Jeremy Harrison, Nancy Karetak-Lindell, Pat Martin, David Smith, Lloyd St. Amand and Roger Valley.

 

Acting Members present: Dave Batters for Jim Prentice, Gary Carr for Hon. Sue Barnes and Mark Warawa for Gary Lunn.

 

In attendance: Library of Parliament: Mary Hurley, Analyst.

 

From the Senate: Hon. Charlie Watt, Senator.

 

Witnesses: Qikiqtani Inuit Association: Thomas Alikatuktuk, President; Julia Demcheson, Interpreter; Alisee Joamie, Elder; Joanasie Maniapik, Elder; Joshua Kango.

 
Pursuant to Standing Order 108(2) , the Committee resumed its study on the slaughtering of Inuit dogs from the mid-1950s to the late 1960s.
 

Thomas Alikatuktuk, Joanasie Maniapik and Alices Joamie made statements and answered questions.

 

Bernard Cleary moved, — That, pursuant to Standing Order 108(2), the Standing Committee on Aboriginal Affairs and Northern Development undertook a study on the slaughtering of Inuit sled dogs in the North between 1950 and 1970; that, to get to the bottom of the matter, the Committee request that the government appoint, before April 15, 2005, a superior court judge to inquire into the matter; and that this individual submit a report to the government, the Committee and the Speaker of the House of Commons three (3) months following his/her appointment.

Debate arose thereon.

 

By unanimous consent, it was agreed, — That Senator Watt be authorised to address the Committee on the motion.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Dave Batters, André Bellavance, Bernard Cleary, Jeremy Harrison, Pat Martin, Mark Warawa — 6; NAYS: Gary Carr, David Smith, Lloyd St. Amand, Roger Valley — 4.

 

By unanimous consent, it was agreed, — That this motion be considered as a draft report and that this draft report be adopted.

 

ORDERED, — That the Chair present the report to the House.

 

The Committee resumed consideration of the slaughtering of Inuit Dogs from the mid 1950s to the late 1960. Questioning of the witnesses resumed.

 

At 12:38 p.m., the Committee adjourned to the call of the Chair.
