Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Bélanger (Deputy Leader of the Government in the House of Commons) for Ms. Robillard (Minister of Industry) , seconded by Ms. Bennett (Minister of State (Public Health)) , Bill C-2, An Act to amend the Radiocommunication Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Price (Compton—Stanstead) presented the report of the Canadian NATO Parliamentary Association concerning its participation at the Conference entitled “Securing Peace: NATO's Role in Crisis Management and Conflict Resolution”, held in Brussels, Belgium, on October 16, 2003. — Sessional Paper No. 8565-373-50-01.

Address in Reply to the Speech from the Throne

The House resumed consideration of the motion of Mr. Jobin (Lévis-et-Chutes-de-la-Chaudière) , seconded by Mrs. Redman (Kitchener Centre) , — That the following Address be presented to Her Excellency the Governor General:

To Her Excellency the Right Honourable Adrienne Clarkson, Chancellor and Principal Companion of the Order of Canada, Chancellor and Commander of the Order of Military Merit, Chancellor and Commander of the Order of Merit of the Police Forces, Governor General and Commander-in-Chief of Canada.

MAY IT PLEASE YOUR EXCELLENCY:

We, Her Majesty's most loyal and dutiful subjects, the House of Commons of Canada, in Parliament assembled, beg leave to offer our humble thanks to Your Excellency for the gracious Speech which Your Excellency has addressed to both Houses of Parliament;

And of the amendment of Mr. Hill (Macleod) , seconded by Mrs. Wayne (Saint John) , — That the motion be amended by adding the following:

“and this House regrets that the Speech from the Throne is an advance copy of the Liberal Election Platform, filled with empty rhetoric and promises, that does nothing to address the very real problems facing Canadians.”.

And of the amendment of Mr. Hill (Macleod) , seconded by Mrs. Wayne (Saint John) .

Private Members' Business

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-439, An Act to establish the office of the Ombudsman for Older Adult Justice and the Canadian Older Adult Justice Agency and to amend the Criminal Code.

Ms. Marleau (Sudbury) , seconded by Mr. Vanclief (Prince Edward—Hastings) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.

Messages from the Senate

A message was received from the Senate informing this House that the Senate has passed the following Bill to which the concurrence of the House is desired:
