The Standing Committee on Procedure and House Affairs met in a televised session at 3:36 p.m. this day, in Room 253-D, Centre Block, the Chair, Peter Adams, presiding.

 

Members of the Committee present: Peter Adams, Claude Duplain, Roger Gallaway, Yvon Godin, Michel Guimond, Judi Longfield, Lynn Myers, Marcel Proulx and Chuck Strahl.

 

Acting Members present: Jeannot Castonguay for Diane St-Jacques, Ken Epp for Loyola Hearn and Hon. John Harvard for Hon. Elinor Caplan.

 

In attendance: Library of Parliament: Margaret Young, Analyst; Megan Furi, Analyst.

 

Witnesses: As an Individual: Bernard Shapiro.

 
Pursuant to Standing Order 111.1(1) and the Order of Reference of Wednesday, April 21, 2004, the Committee commenced consideration of the proposed appointment of Bernard Shapiro to the position of Ethics Commissioner.
 

Bernard Shapiro answered questions.

 

John Harvard moved, — That this Committee report to the House recommending that the House ratify the appointment of Bernard Shapiro to the position of Ethics Commissioner.

 

After debate, the question was put on the motion and it was agreed to on the following recorded division: YEAS: Jeannot Castonguay, Claude Duplain, Roger Gallaway, Michel Guimond, John Harvard, Judi Longfield, Lynn Myers, Marcel Proulx — 8; NAYS: — 0.

 
Pursuant to its mandate under Standing Order 108(3)(a)(iii), the Committee commenced consideration of matters related to the inclusion of a code of conduct in the Standing Orders of the House.
 

Judi Longfield moved, — That the 51st Report of the Standing Committee on Procedure and House Affairs in the 2nd Session of this Parliament be this Committee's report to the House and that the Chair do present it to the House.

 

After debate, the question was put on the motion and it was agreed to on division.

 

At 5:11 p.m., the Committee adjourned to the call of the Chair.
