The Standing Committee on Procedure and House Affairs met at 11:06 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.

 

Members of the Committee present: Peter Adams, Elinor Caplan, Claude Duplain, Roger Gallaway, Yvon Godin, Michel Guimond, Dale Johnston, Judi Longfield, Lynn Myers, Marcel Proulx and Chuck Strahl.

 

In attendance: Library of Parliament: James Robertson, Principal; Megan Furi, Analyst.

 
Pursuant to the Order of Reference of Thursday, March 25, 2004, the Committee commenced consideration of the question of privilege relating to the disclosure of the confidential proceedings of an Ontario Liberal caucus meeting.
 

It was agreed, — That, in relation to this question of privilege, the Committee hear from the following persons on Tuesday, April 20, 2004: John O'Reilly, Derek Lee, the Clerk of the House, the Law Clerk and Parliamentary Counsel, and the appropriate representatives of the House administration.

 
Pursuant to its mandate under Standing Order 104(4), the Committee proceeded to consider a request from the Hon. Joe Clark to be named an associate member of certain standing committees.
 

Judi Longfield moved, — That the Chair present a report to the House recommending that the name of the Hon. Joe Clark be added to the list of associate members of the Standing Committee on Canadian Heritage, the Standing Committee on Foreign Affairs and International Trade, and the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness.

 

After debate, the question was put on the motion and it was agreed to on division.

 
Pursuant to Standing Order 108(3)(a)(iii), the Committee resumed its review of the Standing Orders, procedure and practice of the House.
 

At 11:55 a.m., the Committee adjourned to the call of the Chair.
