The Standing Committee on Agriculture and Agri-Food met in a televised session at 9:05 a.m. this day, in Room 253-D Centre Block, the Chair, Paul Steckle, presiding.

Members of the Committee present: Gilbert Barrette, Rick Borotsik, Wayne Easter, Mark Eyking, Georges Farrah, David Kilgour, John O'Reilly, Louis Plamondon, Dick Proctor, Gerry Ritz, Paul Steckle and Rose-Marie Ur.

Acting Members present: Sébastien Gagnon for Marcel Gagnon.

In attendance: Library of Parliament: Jean-Denis Fréchette, Principal.

Appearing: Hon. Bob Speller, Minister of Agriculture and Agri-Food.

Witnesses: Agriculture and Agri-Food Canada: Bruce Deacon, Assistant Deputy Minister, Corporate Management Branch. Canadian Food Inspection Agency: Richard B. Fadden, President. Agriculture and Agri-Food Canada: Danny Foster, Senior Advisor, Program Planning and Performance Directorate, Farm Financial Programs Branch; Mary Komarynsky, Assistant Deputy Minister, Farm Financial Programs Branch; Tom Richardson, Acting Assistant Deputy Minister, Strategic Policy Branch; Michelle Taylor, Managing Director, Executive Division, Farm Income Programs Directorate; Samy Watson, Deputy Minister.

Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2004-2005: Votes 1, 5, 10, 15, 20, 25, 30, 35, and 40 under Agriculture and Agri-Food and various agricultural programs referred to the Committee on February 24, 2004.

At 9:05 a.m., the Minister made an opening statement and with Richard B. Fadden, answered questions.

ORDERED, — That the documents by C.A. Gracey concerning cow and bull marketings and beef imports, presented to the Committee by David Kilgour, M.P., be filed as an exhibit with the Clerk of the Committee (See Exhibit “AGRI-C“).

At 10:03 a.m., the sitting was suspended.

At 10:10 a.m., the sitting resumed.

Mary Komarynski made a statement and, with Tom Richardson and Danny Foster, answered questions.

At 11:00 a.m., the Committee adjourned to the call of the Chair.
