The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met in camera at 9:09 a.m. this day, in Room 705 La Promenade Building, the Chair, Guy St-Julien, presiding.

 

Members of the Committee present: Hon. Larry Bagnell, Serge Cardin, Hon. Brenda Chamberlain, Stan Dromisky, John Duncan, Hon. André Harvey, Nancy Karetak-Lindell, Rick Laliberte, Yvan Loubier, Pat Martin, Guy St-Julien and Hon. Andrew Telegdi.

 

In attendance: Library of Parliament: Jean-Luc Bourdages, Analyst; Mary Hurley, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee resumed consideration of the following motion, — That when First Nations legislation is before the Committee, the Committee membership may be expanded to include at least one ex-officio representative from First Nations who would sit on the Committee with voice but no vote.

 

It was agreed, — That the motion be withdrawn and replaced by the following:

— That when legislation related to Aboriginal peoples is before the Committee, at least one representative from the affected groups be invited to participate in the proceedings of the Committee with permission to participate in debate but not to vote, to propose motions, or to be part of the quorum.

 

The question was put on the motion and it was agreed to.

 

It was agreed, — That the motion be sent to concerned groups.

 

It was agreed, — That the Auditor General be invited to appear on Thursday, March 25, 2004.

 

It was agreed, — That Nunavut Tunngavik Inc. be invited to appear on Thursday, March 25, 2004.

 

It was agreed, — That the Chair send a letter to Hon. Jacques Saada, Government Leader at the House of Commons, in order to prepare and send more information on the list of appointments referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

 

At 10:10 a.m., the Committee adjourned to the call of the Chair.
