Meeting No. 24

Thursday, March 20, 2003

The Standing Committee on Foreign Affairs and International Trade met at 9:10 a.m. this day, in Room 536, Wellington Building, the Chair, Bernard Patry, presiding.

Members of the Committee present:  Murray Calder, Aileen Carroll, Bill Casey, Irwin Cotler, Stockwell Day, The Hon. Art Eggleton, John Harvard, André Harvey, Francine Lalonde, Keith Martin, Alexa McDonough, Deepak Obhrai, Bernard Patry.

Acting Members present:  Karen Kraft Sloan for Karen Redman and Yves Rocheleau for Stéphane Bergeron.

In attendance: From the Parliamentary Research Branch, Library of Parliament: James Lee and Marcus Pistor, Research Officers.

Appearing: From the House of Commons: The Hon. Susan Whelan, Minister for International Cooperation.

Witness: From the Canadian International Development Agency: Len Good, President.

Pursuant to Standing Order 108(2), the Committee commenced consideration of the new policy of the Canadian International Development Agency on Strengthening Aid Effectiveness (See Minutes of Proceedings of Monday, October 28, 2002, Meeting No. 2).

The Minister made a statement and answered questions.

At 9:46 a.m. Stockwell Day took the Chair.

At 10:52 a.m. the Committee proceeded to consider its future business.

It was agreed, -- That budgets for the following activities in fiscal year 2003-2004:

- general operational

- relations with the Muslim World

- Dialogue on Foreign Policy

- The situation in Sudan (Sub-Committee on Human Rights and International        Development)

be adopted.

On a motion by Irwin Cotler it was agreed, -- That, notwithstanding the Order of October 21, 2002, the Committee, having regard to its Order of Reference on the Foreign Policy Dialogue of the Minister of Foreign Affairs, invite the Sub-Committee on Human Rights and International Development, having regard to its Order of Reference on the Humanitarian Catastrophe in Africa referred to it by the Committee, to sit jointly on April 1, 2003 to hear Stephen Lewis, Special Envoy of the Secretary General of the United Nations on HIV/AIDS.

At 10:55 a.m., by unanimous consent, the Committee proceeded to sit in camera.

It was agreed, -- That, if required, the budget on relations with Muslim countries adopted on February 20, 2003 for travel to the United Nations in New York and several European capitals be modified by the Clerk to include a Muslim country, and that the Chair submit the modified budget to the Budget Sub-Committee of the Liaison Committee.

At 11:05 a.m., the Committee adjourned to the call of the Chair.
