Tuesday, January 28, 2003

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met in a televised session at 3:31 p.m. this day, in Room 237-C, Centre Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Gérard Binet, Raymond Bonin, David Chatters, John Godfrey, Nancy Karetak-Lindell, Yvan Loubier, Pat Martin, Anita Neville, Brian Pallister, Benoît Serré, Brent St. Denis.

Acting Member present: Charles Hubbard for John Finlay.

Other Members present: Rick Laliberté and Michel Guimond.

In attendance: From the Committees Branch: Rémi Bourgault, Committee Clerk.

In attendance: From the Library of Parliament: Mary Hurley, analyst.

Witnesses: From the Congress of Aboriginal Peoples: Dwight A. Dorey, National Chief; Frank Palmater, Vice-Chief; Patrick Brazeau, Coordinator, Governance Legislative Initiative Secretariat. From the Elections Canada: Jean-Pierre Kingsley, Chief Electoral Officer; Diane Davidson, Deputy Chief Electoral Officer and Chief Legal Counsel. From the Canadian Human Rights Commission: Mary Gusella, Chief Commissioner; Kelly Russ, Commissioner; Robert Ward, Acting Secretary General.

Pursuant to its Order of Reference of Monday, October 7, 2002, the Committee resumed consideration of Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts (See Minutes of Proceedings, Monday, January 27, 2003, Meeting No. 14).

Dwight Dorey made an opening statement and, with the witnesses, answered questions.

At 4:56 p.m., the sitting was suspended.

At 5:00 p.m., the sitting resumed.

Jean-Pierre Kingsley made an opening statement and answered questions.

At 5:40 p.m., the sitting was suspended.

At 5:45 p.m., the sitting resumed.

Mary Gusella and Kelly Russ each made an opening statement and, with the witness, answered questions.

At 6:26 p.m., the Committee adjourned to the call of the Chair.
