The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met in a televised session at 3:55 p.m. this day, in Room 253-D, Centre Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Gérard Binet, Raymond Bonin, David Chatters, John Godfrey, Nancy Karetak-Lindell, Yvan Loubier, Pat Martin, Brian Pallister, Benoît Serré, Brent St. Denis.

Acting Member present: Charles Hubbard for John Finlay.

In attendance: From the Committees Branch: Rémi Bourgault, Committee Clerk.

In attendance: From the Library of Parliament: Jean-Luc Bourdages and Mary Hurley, analysts.

Appearing: From the House of Commons: The Hon. Robert D. Nault, Minister of Indian Affairs and Northern Development.

Witnesses: From the Department of Indian Affairs and Northern Development: Warren Johnson, Assistant Deputy Minister, Lands and Trust Services; Andrew Beynon, General Counsel; Brenda Kustra, Executive Advisor.

The Order of Reference dated Monday, October 7, 2002, being now read as follows:

ORDERED, -- That Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts be now read a first time and referred to the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources.

The Chair called Clause 1.

The Honourable Robert Nault made an opening statement and, with the witnesses, answered questions.

At 5:13 p.m., the Committee adjourned to the call of the Chair.
