Presenting Reports from Committees

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 13th Report of the Committee, which was as follows:

      The Committee recommends, pursuant to Standing Order 104(3), the following change in the membership of the Standing Committee on Foreign Affairs and International Trade:

      The Committee also recommends, pursuant to Standing Orders 104 and 114, that the following Member be added to the list of Associate Members of the Standing Committee on Foreign Affairs and International Trade:

      The Committee further recommends that where a Member is appointed as permanent member to a Committee in accordance with this report and to which he was previously appointed Associate Member, the name of the Member be struck from the list of Associate Members of the said Committee.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Herron (Fundy -- Royal), seconded by Mr. Bachand (Richmond -- Arthabaska), moved, -- That, in the opinion of this House, the government should act with the provinces and territories to establish enforceable national drinking water standards that would be enshrined in a Safe Water Act.

Debate arose thereon.

Mr. Clark (Calgary Centre), seconded by Mr. Borotsik (Brandon -- Souris), moved the following amendment, -- That the motion be amended by inserting the word ``immediately'' after the word ``act''.

By unanimous consent, the amendment was withdrawn.

By unanimous consent, Mr. Charbonneau (Parliamentary Secretary to the Minister of Health), seconded by Mr. Bryden (Ancaster -- Dundas -- Flamborough -- Aldershot), moved the following amendment, -- That the motion be amended

    (a) by adding the word ``immediately'' after the word ``act''; and
    (b) by replacing the words ``to establish'' with the words ``, respecting their jurisdiction, to ensure''.
