Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Kilgour (Secretary of State (Latin America and Africa)) for Mr. Martin (Minister of Finance), seconded by Mr. Cauchon (Minister of National Revenue), Bill C-26, An Act to amend the Customs Act, the Customs Tariff, the Excise Act, the Excise Tax Act and the Income Tax Act in respect of tobacco, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to amend the Customs Act, the Customs Tariff, the Excise Act, the Excise Tax Act and the Income Tax Act in respect of tobacco''.

Questions on Order Paper

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answers to questions Q-8, Q-10 and Q-11 on the Order Paper.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Paquette (Joliette), seconded by Mr. Crête (Kamouraska -- Rivière-du-Loup -- Témiscouata -- Les Basques), moved, -- That the government put in place an open and ongoing process to keep Parliament informed of negotiations to establish a Free Trade Area of the Americas so as to allow parliamentarians to debate it and civil society to be consulted before Parliament approves it.

Debate arose thereon.

Mr. Loubier (Saint-Hyacinthe -- Bagot), seconded by Mr. Dubé (Lévis-et-Chutes-de-la-Chaudière), moved the following amendment, -- That the motion be amended by deleting all the words after the word ``consulted'' and substituting the following thereof:

``before official ratification by the government, authorized by Parliament''.

Debate arose thereon.

By unanimous consent, it was ordered, -- That the Standing Committee on Fisheries and Oceans be authorized to travel to Shelburne County and Halifax, N.S., St. Alban's and Baie d'Espoir, Nfld., Îles-de-la-Madeleine, Que., Charlottetown, P.E.I., and Moncton, N.B., during the period of May 5 to May 11, 2001, to continue their review of the Oceans Act, and their comprehensive studies on aquaculture, Canadian Coast Guard fleet management and departmental structure in the Gulf Region, and that the said Committee be composed of two Canadian Alliance members, one Bloc Québécois member, one New Democratic Party member, one Progressive Conservative member and five Liberals, and that the necessary staff do accompany the Committee.
