Pursuant to Standing Order 32(2), Mr. Gagliano (Minister of Public Works and Government Services) laid upon the Table, -- Copy of a facsimile from the office of the Honourable Alfonso Gagliano concerning the status of a permanent resident file (French text only). -- Sessional Paper No. 8530-371-2.

PRIVATE MEMBERS' BUSINESS

At 11:10 a.m., pursuant to Standing Order 30(7), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Finance of Bill C-244, An Act to amend the Income Tax Act (deduction of mechanics' tool expenses).

Mr. Benoit (Lakeland), seconded by Mr. Epp (Elk Island), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

GOVERNMENT ORDERS

Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Peterson (Secretary of State (International Financial Institutions)), moved, -- That section (5) of Standing Order 76 and section (5) of Standing Order 76.1 be amended by adding at the conclusion of the notes thereto the following:

    ``For greater clarity, the Speaker will not select for debate a motion or series of motions of a repetitive, frivolous or vexatious nature or of a nature that would serve merely to prolong unnecessarily proceedings at the report stage and, in exercising this power of selection, the Speaker shall be guided by the practice followed in the House of Commons of the United Kingdom.'' (Government Business No. 2)

Debate arose thereon.

Mr. Epp (Elk Island), seconded by Mr. Mark (Dauphin -- Swan River), moved the following amendment, -- That the motion be amended by adding the following:

    ``and, for even greater clarity, the Speaker may select for debate all motions, regardless of their nature, if in his or her opinion the rights of the minority have been infringed upon in any way.''

Debate arose thereon.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hanger (Calgary Northeast), seconded by Mr. Cadman (Surrey North), Bill C-278, An Act to amend the Criminal Code (prohibited sexual acts), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Gouk (Kootenay -- Boundary -- Okanagan), seconded by Mr. Mark (Dauphin -- Swan River), Bill C-279, An Act respecting the commercialization of VIA Rail Canada Inc., was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Epp (Elk Island), seconded by Mr. Breitkreuz (Yorkton -- Melville), Bill C-281, An Act to amend the Canada Evidence Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Epp (Elk Island), seconded by Mr. Breitkreuz (Yorkton -- Melville), Bill C-282, An Act to amend the Income Tax Act (deduction of property taxes paid in respect of a principal residence), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Desjarlais (Churchill), seconded by Mr. Martin (Winnipeg Centre), Bill C-283, An Act to establish the Energy Price Commission, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Desjarlais (Churchill), seconded by Mr. Martin (Winnipeg Centre), Bill C-284, An Act to amend the Criminal Code (offences by corporations, directors and officers), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Citizenship and Immigration of Bill C-11, An Act respecting immigration to Canada and the granting of refugee protection to persons who are displaced, persecuted or in danger.

Ms. Caplan (Minister of Citizenship and Immigration), seconded by Mrs. Stewart (Minister of Human Resources Development), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Citizenship and Immigration.

Debate arose thereon.

NOTICES OF MOTIONS

Mr. Boudria (Leader of the Government in the House of Commons) gave notice of intention to move at the next sitting of the House, pursuant to Standing Order 57, that, in relation to the consideration of Government Business No. 2, the debate not be further adjourned.

GOVERNMENT ORDERS

The House resumed consideration of the motion of Ms. Caplan (Minister of Citizenship and Immigration), seconded by Mrs. Stewart (Minister of Human Resources Development), -- That the Bill be now read a second time and referred to the Standing Committee on Citizenship and Immigration.

The debate continued.
