The House resumed consideration at report stage of Bill C-53, An Act to protect human health and safety and the environment by regulating products used for the control of pests, as reported by the Standing Committee on Health with amendments;

And of the motions in Group No. 1 (Motions Nos. 1 and 7).

Motion No. 1 of Ms. McLellan (Minister of Health) , seconded by Mr. Dion (Minister of Intergovernmental Affairs) , — That Bill C-53, in Clause 2, be amended by replacing lines 36 and 37 on page 4 with the following:

“meets the requirements of subsection 43(4) or (5).”

Motion No. 7 of Ms. McLellan (Minister of Health) , seconded by Mr. Dion (Minister of Intergovernmental Affairs) , — That Bill C-53, in Clause 80.1, be amended by

(a) replacing line 28 on page 61 with the following:

“such committee of the House of Commons, of the Senate or of both Houses of Parliament”

(b) replacing line 37 on page 61 with the following:

“time as the House of Commons, the Senate or both Houses of Parliament, as the case may be, may authorize,”

Motions

Pursuant to Standing Order 53.1, Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) , seconded by Mr. Collenette (Minister of Transport) , moved, — That, on Tuesday, June 11, 2002, a Committee of the Whole take note of the review of the Canadian health care system by the Romanow Commission.

The question was put on the motion and it was agreed to.

Ms. St-Hilaire (Longueuil) , seconded by Ms. Guay (Laurentides) , moved, — That, in the opinion of this House, the government should: (a) take all measures necessary to encourage, facilitate and actively support the right to communications of the deaf and hearing impaired; (b) act without delay to set up a real program to fund the research and development of technologies relating to closed captioning; (c) draft a bill to amend the Broadcasting Act to oblige all broadcasters to carry visual programs with closed-captioning. (Private Members' Business M-367)

Debate arose thereon.
