Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Guay (Laurentides) , seconded by Mr. Crête (Kamouraska—Rivière-du-Loup—Témiscouata—Les Basques) , Bill C-472, An Act to amend the Canada Labour Code, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

Mr. Martin (Esquimalt—Juan de Fuca) , seconded by Mr. Grewal (Surrey Central) , moved, — That the 17th Report of the Standing Committee on Foreign Affairs and International Trade, presented on Wednesday, May 1, 2002, be concurred in.

Debate arose thereon.

Mr. Regan (Parliamentary Secretary to the Leader of the Government in the House of Commons) , seconded by Mr. Finlay (Parliamentary Secretary to the Minister of Indian Affairs and Northern Development) , moved, — That the House do now proceed to the Orders of the Day.

The question was put on the motion and it was agreed to on division.

Government Orders

The Order was read for the consideration at report stage of Bill C-53, An Act to protect human health and safety and the environment by regulating products used for the control of pests, as reported by the Standing Committee on Health with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

Group No. 1

Mr. Pagtakhan (Minister of Veterans Affairs) for Ms. McLellan (Minister of Health) , seconded by Mr. Dion (Minister of Intergovernmental Affairs) , moved Motion No. 1, — That Bill C-53, in Clause 2, be amended by replacing lines 36 and 37 on page 4 with the following:

    “meets the requirements of subsection 43(4) or (5).”.

Mr. Pagtakhan (Minister of Veterans Affairs) for Ms. McLellan (Minister of Health) , seconded by Mr. Dion (Minister of Intergovernmental Affairs) , moved Motion No. 7, — That Bill C-53, in Clause 80.1, be amended by

    (a) replacing line 28 on page 61 with the following:

    “such committee of the House of Commons, of the Senate or of both Houses of Parliament”

    (b) replacing line 37 on page 61 with the following:

    “time as the House of Commons, the Senate or both Houses of Parliament, as the case may be, may authorize,”.

Debate arose on the motions in Group No. 1.

Private Members' Business

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the second reading and reference to the Standing Committee on Government Operations and Estimates of Bill C-404, An Act to amend the Canada Post Corporation Act (mail contractors).

Mr. Lebel (Chambly) , seconded by Mr. Roy (Matapédia—Matane) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Government Operations and Estimates.

Debate arose thereon.
