Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mrs. Parrish (Mississauga Centre) presented the Report of the Canadian NATO Parliamentary Association respecting its participation at the meeting of the Sub-Committee on Future Security and Defence Capabilities of the NATO Parliamentary Assembly, held in Slovenia and Slovakia from March 5 to 8, 2002. — Sessional Paper No. 8565-371-50-13.

Presenting Reports from Committees

Mr. Lastewka (St. Catharines) , from the Standing Committee on Industry, Science and Technology, presented the Eighth Report of the Committee (A Plan to Modernize Canada's Competition Regime). — Sessional Paper No. 8510-371-144.

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 59, 64 and 65) was tabled.

Motions

By unanimous consent, it was ordered, — That the membership of the Standing Committee on Procedure and House Affairs be modified as follows: Dale Johnston to replace Cheryl Gallant and John Reynolds to replace Randy White; and that Cheryl Gallant and Randy White be added to the list of associate members.

Presenting Petitions

Mr. Spencer (Regina--Lumsden--Lake Centre) , seconded by Mr. Fitzpatrick (Prince Albert) , moved, — That the government immediately introduce legislation to protect children from sexual predators including measures that raise the legal age of consent to at least sixteen, and measures that prohibit the creation or use of sexually explicit materials exploiting children or materials that appear to depict or describe children engaged in sexual activity.

Mr. Kenney (Calgary Southeast) , seconded by Mr. Spencer (Regina--Lumsden--Lake Centre) , moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

    “the government introduce legislation without delay to protect children from sexual predators including measures to close the loophole of artistic merit for child pornography and raise, in consultation with the provinces, the “legal age of consent” from fourteen to at least sixteen while maintaining the “close in age” exemption and retaining eighteen as the age of consent in trust and authority relationships.”.

That a Message be sent to the Senate to acquaint Their Honours that this House disagrees with the amendment numbered 1(a) made by the Senate to Bill C-15A, An Act to amend the Criminal Code and to amend other Acts, because the amendment could exempt offenders from criminal liability even in cases where they knowingly transmit or make available child pornography.

    “the amendment numbered 2 made by the Senate to Bill C-15A, An Act to amend the Criminal Code and to amend other Acts, be now read a second time and concurred in; and

    That a Message be sent to the Senate to acquaint Their Honours that this House disagrees with the amendment numbered 1(b) because the amendment applies the artistic merit defence to the new offences introduced by this Act which could impact negatively in child pornography cases, and this House disagrees with the amendment numbered 1(a) made by the Senate to Bill C-15A, An Act to amend the Criminal Code and to amend other Acts, because the amendment could exempt offenders from criminal liability even in cases where they knowingly transmit or make available child pornography.”.

Pursuant to Standing Order 45, the House resumed consideration of the motion of Mr. Goodale (Leader of the Government in the House of Commons) , seconded by Mr. Collenette (Minister of Transport) , — That the Member for Esquimalt—Juan de Fuca be suspended from the service of the House until such time as he appears at the Bar of the House to apologize, in a manner found to be satisfactory by the Speaker, for his actions in disregard of the authority of the Chair and in contempt of the House.
