Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Lincoln (Lac-Saint-Louis) presented the Report of the Canadian delegation of the Canada-Europe Parliamentary Association respecting its participation at the First Winter Session of the Organization for Security and Cooperation in Europe Parliamentary Assembly, held in Vienna, Austria, from February 21 to 22, 2002. — Sessional Paper No. 8565-371-61-03.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Paquette (Joliette) , seconded by Ms. Lalonde (Mercier) , Bill C-439, An Act to amend the Canada-Israel Free Trade Agreement Implementation Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, it was ordered, — That, at 3:00 p.m. on Monday, April 15, 2002, the House shall resolve itself into a Committee of the Whole for the purpose of briefly receiving Canadian Olympic and Para-Olympic athletes on the floor of the House.

Government Orders

The Order was read for the third reading of Bill C-15B, An Act to amend the Criminal Code (cruelty to animals and firearms) and the Firearms Act.

Debate arose thereon.

Motions

By unanimous consent, it was ordered, — That at the conclusion of tomorrow's debate on the motion for second reading of Bill C-344, An Act to amend the Contraventions Act and the Controlled Drugs and Substances Act (marihuana), all questions necessary to dispose of the motion be deemed put and a recorded division deemed requested and deferred until Wednesday, April 17, 2002, at the expiry of the time provided for Government Orders.

The House resumed consideration of the motion of Mr. Cauchon (Minister of Justice) , seconded by Mr. Byrne (Minister of State (Atlantic Canada Opportunities Agency)) , — That Bill C-15B, An Act to amend the Criminal Code (cruelty to animals and firearms) and the Firearms Act, be now read a third time and do pass.

The debate continued.

Mr. Toews (Provencher) , seconded by Mr. Goldring (Edmonton Centre-East) , moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

    “Bill C-15B, An Act to amend the Criminal Code (cruelty to animals and firearms) and the Firearms Act, be not now read a third time, but be referred back to the Standing Committee on Justice and Human Rights for the purpose of reconsidering Clause 8, taking into consideration the importance of ensuring that the legitimate use of animals by farmers, sportsmen and medical researchers should be protected under this bill.”.

Debate arose thereon.

Ms. Girard-Bujold (Jonquière) , seconded by Mr. Brien (Témiscamingue) , moved, — That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.
