The House resumed consideration of the motion of Mr. Martin (Minister of Finance) , seconded by Mr. McCallum (Secretary of State (International Financial Institutions)) , — That Bill C-49, An Act to implement certain provisions of the budget tabled in Parliament on December 10, 2001, be now read a second time and referred to the Standing Committee on Finance.

The debate continued.

Mr. White (North Vancouver) , seconded by Mr. Casson (Lethbridge) , moved the following amendment, — That the motion be amended by deleting all the words after the word "That" and substituting the following:

    “Bill C-49, An Act to implement certain provisions of the budget tabled in Parliament on December 10, 2001, be not now read a second time but that it be read a second time this day six months hence.”.

Debate arose thereon.

Presenting Reports from Committees

Pursuant to Standing Order 109, the Committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 9 to 11) was tabled.

Motions

By unanimous consent, it was ordered, — That the Special Committee on Non-Medical Use of Drugs be authorized to travel and hold hearings in Toronto and Windsor, from February 17 to 22, 2002, in relation to its mandate, and that the necessary staff do accompany the Committee.
