Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Patry (Pierrefonds -- Dollard) presented the Report of the Canadian parliamentary delegation of the Assemblée parlementaire de la Francophonie (APF) respecting its participation at the APF Bureau meeting, held in Caen, France, from December 13 to 15, 2000. -- Sessional Paper No. 8565-371-52-01.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Boudria (Leader of the Government in the House of Commons), seconded by Mr. Collenette (Minister of Transport), Bill C-9, An Act to amend the Canada Elections Act and the Electoral Boundaries Readjustment Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Motions

Mr. Lee (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Grose (Oshawa), moved, -- That the First Report of the Standing Committee on Procedure and House Affairs, presented on Tuesday, February 13, 2001, be concurred in.

Mr. Paquette (Joliette), seconded by Ms. Bourgeois (Terrebonne -- Blainville), moved, -- That this House demand that the government bring any draft agreement on the Free Trade Zone of the Americas before the House so that it may be debated and put to a vote before ratification by the Government of Canada.

Ms. Lalonde (Mercier), seconded by Mr. Sauvageau (Repentigny), moved the following amendment, -- That the motion be amended by adding after the words ``demand that'' the following:

    ``, in order to ensure openness,''

By unanimous consent, it was ordered, -- That at the conclusion of the debate on today's Opposition motion, all questions necessary to dispose of this motion be deemed put and a recorded division deemed requested and deferred until Tuesday, February 20, 2001, at the expiry of the time provided for Government Orders.
