Whereupon, Mr. Kilger (Stormont -- Dundas -- Charlottenburgh), Deputy Speaker and Chairman of Committees of the Whole, took the Chair, pursuant to subsection 43(1) of the Parliament of Canada Act.

GOVERNMENT ORDERS

The Order was read for the second reading and reference to the Standing Committee on Justice and Human Rights of Bill C-40, An Act to correct certain anomalies, inconsistencies and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes of Canada and to repeal certain provisions that have expired, lapsed, or otherwise ceased to have effect.

Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) for Ms. McLellan (Minister of Justice), seconded by Mr. Anderson (Minister of the Environment), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Human Rights.

By unanimous consent, it was ordered, -- That Bill C-40, An Act to correct certain anomalies, inconsistencies and errors and to deal with other matters of a non- controversial and uncomplicated nature in the Statutes of Canada and to repeal certain provisions that have expired, lapsed, or otherwise ceased to have effect, be deemed adopted at all stages.

Accordingly, Bill C-40, An Act to correct certain anomalies, inconsistencies and errors and to deal with other matters of a non-controversial and uncomplicated nature in the Statutes of Canada and to repeal certain provisions that have expired, lapsed, or otherwise ceased to have effect, was deemed to have been read the second time and referred to a Committee of the Whole, deemed reported without amendment, deemed concurred in at report stage and deemed read the third time and passed.

The Order was read for the consideration at report stage of Bill C-33, An Act respecting the water resources of Nunavut and the Nunavut Surface Rights Tribunal and to make consequential amendments to other Acts, as reported by the Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources with amendments.

Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) for Mr. Nault (Minister of Indian Affairs and Northern Development), seconded by Mr. Anderson (Minister of the Environment), moved, -- That the Bill, as amended, be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill, as amended, was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) for Mr. Nault (Minister of Indian Affairs and Northern Development), seconded by Mr. Anderson (Minister of the Environment), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was read the third time and passed.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Harb (Ottawa Centre), seconded by Mr. Proulx (Hull- Aylmer), Bill C-408, An Act to amend the Criminal Code and the Modernization of Benefits and Obligations Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

First Reading of Senate Public Bills

Pursuant to Standing Order 69(2), on motion of Mr. Boudria (Minister of State and Leader of the Government in the House of Commons) for Mr. Martin (Minister of Finance), seconded by Mr. Dion (Minister of Intergovernmental Affairs), Bill S-31, An Act to implement agreements, conventions and protocols concluded between Canada and Slovenia, Ecuador, Venezuela, Peru, Senegal, the Czech Republic, the Slovak Republic and Germany for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income, was read the first time and ordered for a second reading at the next sitting of the House.

PRIVATE MEMBERS' BUSINESS

At 12:11 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

Mr. Hill (Prince George -- Peace River), seconded by Ms. Meredith (South Surrey -- White Rock -- Langley), moved, -- That, in the opinion of this House, the government should draft legislation that recognizes that it is in the best interests of children that (a) they have the opportunity to be heard when parenting decisions affecting them are being made; (b) those whose parents divorce have the opportunity to express their views to a skilled professional, whose duty it would be to make those views known to any judge, assessor or mediator making or facilitating a shared parenting determination; and (c) a court have the authority to appoint an interested third party, such as a member of the child's extended family, to support and represent a child experiencing difficulties during parental separation or divorce. (Private Members' Business M-186)

Debate arose thereon.
