The House resumed consideration of the motion of Mr. Marchi (Minister of the Environment), seconded by Mr. Goodale (Minister of Agriculture and Agri-Food), -- That Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, be now read a third time and do pass;

And of the amendment of Mrs. Guay (Laurentides), seconded by Mr. Fillion (Chicoutimi), -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

      "Bill C-29, An Act to regulate interprovincial trade in and the importation for commercial purposes of certain manganese-based substances, be not now read a third time but that it be read a third time this day six months hence."

Motions

By unanimous consent, Mrs. Jennings (Mission -- Coquitlam), seconded by Mr. Williams (St. Albert), moved, -- That this House recognize the family as the building block of society and that the protection and enhancement of the interests of the family be promoted through legislative and administrative actions of the government.

The question was put on the motion and it was agreed to.

By unanimous consent, it was ordered, -- That, pursuant to Standing Order 108(2), and relative to its study concerning rural economic development, the Standing Committee on Natural Resources be authorized to travel to Western Canada during the week of October 27 to November 1, 1996, and to Eastern Canada during the week of November 3 to 9, 1996, and that the necessary staff do accompany the Committee.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 76.1(11), Mr. Mifflin (Minister of Fisheries and Oceans) for Mr. Irwin (Minister of Indian Affairs and Northern Development), seconded by Mr. Gagliano (Minister of Labour and Deputy Leader of the Government in the House of Commons), moved, -- That the Bill be now read a third time and do pass.

PRIVATE MEMBERS' BUSINESS

At 1:24 p.m., by unanimous consent, the House proceeded to the consideration of Private Members' Business.

Mrs. Chamberlain (Guelph -- Wellington), seconded by Mr. Culbert (Carleton -- Charlotte), moved, -- That, in the opinion of this House, seniors play a vital role in our country, and therefore the government should direct that the Standing Committee on Justice and Legal Affairs proceed with the drafting of a Seniors' Bill of Rights, aimed at acknowledging the rights of seniors to live full and protected lives in Canada. (Private Members' Business M-265)

Debate arose thereon.
