Tabling of Documents

Mr. Massé (President of the Treasury Board) laid upon the Table, -- Report of the President of the Treasury Board on official languages in federal institutions for the fiscal year ended March 31, 1996, pursuant to the Official Languages Act, R. S. 1985, c. 31 (4th Supp.), s. 48. -- Sessional Paper No. 8560-352-570. (Pursuant to Standing Order 32(5), permanently referred to the Standing Joint Committee on Official Languages)

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Mifflin (Minister of Fisheries and Oceans) for Mr. Eggleton (Minister for International Trade), seconded by Mr. Pettigrew (Minister for International Cooperation and Minister responsible for Francophonie), Bill C-61, An Act to implement the Canada-Israel Free Trade Agreement, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to implement the Canada- Israel Free Trade Agreement".

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Mifflin (Minister of Fisheries and Oceans), seconded by Mr. Pettigrew (Minister for International Cooperation and Minister responsible for Francophonie), Bill C-62, An Act respecting fisheries, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

GOVERNMENT ORDERS

The House resumed consideration of the motion of Mr. Rock (Minister of Justice), seconded by Mr. Gerrard (Secretary of State (Science, Research and Development)(Western Economic Diversification)), -- That Bill C-41, An Act to amend the Divorce Act, the Family Orders and Agreements Enforcement Assistance Act, the Garnishment, Attachment and Pension Diversion Act and the Canada Shipping Act, be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

The debate continued.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Justice and Legal Affairs.

The Order was read for the second reading and reference to the Standing Committee on Justice and Legal Affairs of Bill C-55, An Act to amend the Criminal Code (high risk offenders), the Corrections and Conditional Release Act, the Criminal Records Act, the Prisons and Reformatories Act and the Department of the Solicitor General Act.

Mr. MacAulay (Secretary of State (Veterans) and Secretary of State (Atlantic Canada Opportunities Agency)) for Mr. Rock (Minister of Justice), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

The Order was read for the second reading and reference to the Standing Committee on Natural Resources of Bill C-236, An Act to prevent the importation of radioactive waste into Canada.

Mr. Strahl (Fraser Valley East), seconded by Mr. Chatters (Athabasca), moved, -- That the Bill be now read a second time and referred to the Standing Committee on Natural Resources.

Debate arose thereon.

Pursuant to Standing Order 93, the Order was dropped to the bottom of the order of precedence on the Order Paper.
