Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Bonin (Nickel Belt) presented the Report of the Canadian Branch of the Assemblée internationale des parlementaires de langue française (AIPLF) respecting its participation at the meeting of the AIPLF Cooperation and Development Committee and of its Bureau, held in Ouagadougou, Burkina Faso, on March 22 and 23, 1996. -- Sessional Paper No. 8565-352-52B.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Terrana (Vancouver East), seconded by Mr. Easter (Malpeque), Bill C-307, An Act to amend the Canada Elections Act (polling hours), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Terrana (Vancouver East), seconded by Mr. Easter (Malpeque), Bill C-308, An Act to amend the Canada Elections Act (polling stations in hospitals), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. Torsney (Burlington), seconded by Mrs. Terrana (Vancouver East), Bill C-309, An Act to amend the Food and Drugs Act (ingredients of food sold in restaurants), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Solomon (Regina -- Lumsden), seconded by Mr. Althouse (Mackenzie), Bill C-310, An Act to amend the Parliament of Canada Act (meetings of the Board of Internal Economy), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Solomon (Regina -- Lumsden), seconded by Mr. Althouse (Mackenzie), Bill C-311, An Act to amend the Patent Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Solomon (Regina -- Lumsden), seconded by Mr. Althouse (Mackenzie), Bill C-312, An Act to amend the Members of Parliament Retiring Allowances Act (money purchase pension), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Solomon (Regina -- Lumsden), seconded by Mr. Althouse (Mackenzie), Bill C-313, An Act to amend the Parliament of Canada Act (other pension income), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Presenting Petitions

Pursuant to Standing Order 36, petitions certified correct by the Clerk of Petitions were presented as follows:

-- by Mr. Schmidt (Okanagan Centre), one concerning Constitutional amendments (No. 352-0716);

-- by Mr. Milliken (Kingston and the Islands), one concerning profits from crime (No. 352-0717).

Questions on Order Paper

Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons) presented the answer to question Q-48 on the Order Paper.

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Marchand (Québec-Est), seconded by Mr. Pomerleau (Anjou -- Rivière-des-Prairies), moved, -- That the House encourage the federal government to acknowledge the urgency of the situation of francophones in minority situations in Canada, and take the exceptional steps required in order to counter their assimilation and allow their development.

Debate arose thereon.

The House resumed consideration of the motion of Mr. Marchand (Québec-Est), seconded by Mr. Pomerleau (Anjou -- Rivière- des-Prairies), in relation to the Business of Supply.

PRIVATE MEMBERS' BUSINESS

At 5:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The House resumed consideration on the motion of Mr. Williams (St. Albert), seconded by Mr. Silye (Calgary Centre), -- That, in the opinion of this House, the government should introduce amendments to the Financial Administration Act requiring all departments and agencies to table in the House of Commons a specific response to the Auditor General's report on their activities, including time frames within which corrective action will be taken regarding any shortcomings or failures of administration identified by the Auditor General; and such reports should be referred to the Standing Committee on Public Accounts and any other relevant standing committees. (Private Members' Business M-166)

The debate continued.

MESSAGES FROM THE SENATE

A Message was received from the Senate informing this House that the Senate has passed S-8, An Act respecting Queen's University at Kingston, to which the concurrence of the House is desired.

Pursuant to Standing Order 135(2), the Bill was deemed to have been read the first time and ordered for a second reading at the next sitting of the House.

PRIVATE MEMBERS' BUSINESS
