Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Peters (Secretary of State (International Financial Institutions)) for Mr. Martin (Minister of Finance), seconded by Ms. Fry (Secretary of State (Multiculturalism)(Status of Women)), Bill C-31, An Act to implement certain provisions of the budget tabled in Parliament on March 6, 1996, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to implement certain provisions of the budget tabled in Parliament on March 6, 1996".

GOVERNMENT ORDERS

The Order was read for the consideration of the Business of Supply.

Mr. Daviault (Ahuntsic), seconded by Mr. Ménard (Hochelaga -- Maisonneuve), moved, -- That this House recognize, on the occasion of the 81st anniversary of the Armenian genocide that took place on April 24, 1915, the week of April 20 to 27 of each year as the week to commemorate man's inhumanity to man.

Debate arose thereon.

Ms. Fry (Secretary of State (Multiculturalism)(Status of Women)), seconded by Mr. Assadourian (Don Valley North), moved the following amendment, -- That the motion be amended by

    (1) deleting the word "genocide" and substituting therefore the words "tragedy which claimed some 1.5 million lives";
    (2) by inserting immediately after "1915," the words "and in recognition of other crimes against humanity," and
    (3) by deleting all of the words after the words "as the week" and by substituting the words "of remembrance of the inhumanity of people toward one another".

Debate arose thereon.

Mr. Mills (Red Deer), seconded by Mr. Silye (Calgary Centre), moved the following sub-amendment, -- That the amendment be amended by inserting after the word "tragedy" the following:

    "of genocide".
