Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mrs. Bakopanos (Saint-Denis) presented the report of the Canadian delegation of the NATO Parliamentary Association respecting its participation at the 1996 Annual Session of the North Atlantic Assembly (NATO Parliamentarians), held in Paris, France, from November 17 to 21, 1996. -- Sessional Paper No. 8565-352-50C.


Pursuant to Standing Order 34(1), Mrs. Bakopanos (Saint-Denis) presented the report of the Canadian delegation of the NATO Parliamentary Association respecting its participation at the Joint Meeting of the North Atlantic Assembly Defence and Security, Economic, and Political Committees, held in Brussels, Belgium, from February 16 to 18, 1997. -- Sessional Paper No. 8565-352-50D.

Presenting Reports from Committees

Ms. Cohen (Windsor -- St. Clair), from the Standing Committee on Justice and Legal Affairs, presented the 10th Report of the Committee (Bill C-205, An Act to amend the Criminal Code and the Copyright Act (profit from authorship respecting a crime), with amendments). -- Sessional Paper No. 8510-352-92.

A copy of the relevant Minutes of Proceedings (Issues Nos. 6 and 10, which includes this Report) was tabled.

Introduction of Government Bills

Pursuant to Standing Orders 83(4) and 69(1), on motion of Mr. Peters (Secretary of State (International Financial Institutions)) for Mr. Martin (Minister of Finance), seconded by Ms. Marleau (Minister of Public Works and Government Services), Bill C-92, An Act to amend the Income Tax Act, the Income Tax Application Rules and another Act related to the Income Tax Act, was read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to amend the Income Tax Act, the Income Tax Application Rules and another Act related to the Income Tax Act".

The House resumed consideration of the motion of Mr. Gagliano (Minister of Labour), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), -- That Bill C-66, An Act to amend the Canada Labour Code (Part I) and the Corporations and Labour Unions Returns Act and to make consequential amendments to other Acts, be now read a third time and do pass;

And of the amendment of Mr. Gouk (Kootenay West -- Revelstoke), seconded by Mr. Johnston (Wetaskiwin), -- That the motion be amended by deleting all the words after the word ``That'' and substituting the following:

    "Bill C-66, An Act to amend the Canada Labour Code (Part I) and the Corporations and Labour Unions Returns Act and to make consequential amendments to other Acts, be not now read a third time but that it be read a third time this day six months hence."

The debate continued.

The attention of the Speaker was drawn to the lack of a quorum and, fewer than 20 members having been counted, pursuant to Standing Order 29(3), the bells were rung to call in the Members.

The House resumed consideration of the motion, as amended, of Mrs. Jennings (Mission -- Coquitlam), seconded by Mr. Martin (Esquimalt -- Juan de Fuca), -- That the Standing Orders of the House be amended by adding the following:

      ``97.1 A standing, special or legislative committee to which a Private Member's public bill has been referred shall in every case, within six months from the date of the bill's reference to the committee, either report the bill to the House with or without amendment or present to the House a report containing a recommendation not to proceed further with the bill and giving the reasons therefor.''.
