Presenting Reports from Inter-parliamentary Delegations

Pursuant to Standing Order 34(1), Mr. Patry (Pierrefonds -- Dollard) presented the Report of the Canadian branch of the Assemblée internationale des parlementaires de langue française (AIPLF) respecting its participation at the 22nd regular session of the Assemblée, held in Antananarivo, Madagascar, from July 8 to 10, 1996. -- Sessional Paper No. 8565-352-52C.


Pursuant to Standing Order 34(1), Mr. Patry (Pierrefonds -- Dollard) presented the Report of the Canadian branch of the Assemblée internationale des parlementaires de langue française (AIPLF) respecting its participation at the meeting of the AIPLF Bureau held in Antananarivo, Madagascar, from July 8 to 10, 1996. -- Sessional Paper No. 8565-352-52D.

Presenting Reports from Committees

Mr. Bevilacqua (York North), from the Standing Committee on Human Resources Development, presented the 5th Report of the Committee (Bill C-66, An Act to amend the Canada Labour Code (Part I) and the Corporations and Labour Unions Returns Act and to make consequential amendments to other Acts, with amendments). -- Sessional Paper No. 8510-352-64.

A copy of the relevant Minutes of Proceedings (Issue No. 6, which includes this Report) was tabled.

Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Marchi (Minister of the Environment), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), Bill C-74, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

    His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development''.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Irwin (Minister of Indian Affairs and Northern Development), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), Bill C-75, An Act providing for the ratification and the bringing into effect of the Framework Agreement on First Nation Land Management, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation

Notice having been given at a previous sitting under the provisions of Standing Order 78(3), Mr. Peters (Secretary of State (International Financial Institutions)), seconded by Mr. Irwin (Minister of Indian Affairs and Northern Development), moved, -- That in relation to Bill C-70, An Act to amend the Excise Tax Act, the Federal-Provincial Fiscal Arrangements Act, the Income Tax Act, the Debt Servicing and Reduction Account Act and related Acts, not more than one further sitting day shall be allotted to the consideration of the second reading stage of the Bill, and, fifteen minutes before the expiry of the time provided for government business on the day allotted to the second reading consideration of the said Bill, any proceedings before the House shall be interrupted, if required, for the purpose of this Order and, in turn, every question necessary for the disposal of the said stage of the Bill shall be put forthwith and successively, without further debate or amendment.

    ``this House declines to give second reading to C-70, An Act to amend the Excise Tax Act, the Federal-Provincial Fiscal Arrangements Act, the Income Tax Act, the Debt Servicing and Reduction Account Act and related Acts, since the principle of the Bill does not seek to abolish the Goods and Services Tax.

    ``projects of military commitments abroad involving Canadian troops must, as soon as possible, be the subject of a vote in the House in order to recommend their approval or rejection to the government''.
