Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Rodriguez (Minister of Canadian Heritage), seconded by Mrs. Fortier (President of the Treasury Board), Bill C-11, An Act to amend the Broadcasting Act and to make related and consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Presenting Reports from Committees

Mr. Kelly (Calgary Rocky Ridge), from the Standing Committee on Access to Information, Privacy and Ethics, presented the first report of the committee, "Collection and Use of Mobility Data by the Government of Canada". — Sessional Paper No. 8510-441-8.

A copy of the relevant Minutes of Proceedings (Meeting No. 3) was tabled.


Mr. Blois (Kings—Hants), from the Standing Committee on Agriculture and Agri-Food, presented the first report of the committee, "Room to Grow: Strengthening Food Processing Capacity in Canada for Food Security and Exports". — Sessional Paper No. 8510-441-9.

Pursuant to Standing Order 109, the committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meeting No. 1) was tabled.


Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Blaikie (Elmwood—Transcona), seconded by Ms. Blaney (North Island—Powell River), Bill C-225, An Act to amend the Bankruptcy and Insolvency Act, the Companies’ Creditors Arrangement Act and the Pension Benefits Standards Act, 1985 (pension plans and group insurance plans), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. May (Saanich—Gulf Islands), seconded by Mr. Morrice (Kitchener Centre), Bill C-226, An Act respecting the development of a national strategy to assess, prevent and address environmental racism and to advance environmental justice, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Government Orders

The order was read for the second reading and reference to the Standing Committee on Finance of Bill C-8, An Act to implement certain provisions of the economic and fiscal update tabled in Parliament on December 14, 2021 and other measures.

Notice of the royal recommendation was given on Wednesday, December 15, 2021, by the Deputy Prime Minister and Minister of Finance as follows:

Recommendation

(Pursuant to Standing Order 79(2))

Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to implement certain provisions of the economic and fiscal update tabled in Parliament on December 14, 2021 and other measures".

Mr. Boissonnault (Minister of Tourism and Associate Minister of Finance) for Ms. Freeland (Deputy Prime Minister and Minister of Finance), seconded by Mrs. Fortier (President of the Treasury Board), moved, — That the bill be now read a second time and referred to the Standing Committee on Finance.

Debate arose thereon.

Panel of Chairs
