Pursuant to Standing Order 108(2) and the motion adopted by the committee on January 31, 2022, the committee resumed its study of threat analysis affecting Canada and the Canadian Armed Forces’ operational readiness to meet those threats.

MGen Paul Prévost, Kevin Hamilton, and Heidi Kutz made statements and answered questions.

The committee proceeded to the consideration of matters related to committee business.

On motion of Jennifer O'Connell, it was agreed, — That the Standing Committee on National Defence be granted a study budget of $4,625, in relation to its study of Threat Analysis Affecting Canada and the Canadian Armed Forces' Operational Readiness to Meet Those Threats.

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure, which read as follows:

Your subcommittee met on Monday, March 7, 2022, to consider the business of the committee and agreed to make the following recommendations:

1. That, in the context of the committee’s study of threat analysis affecting Canada and the Canadian Armed Forces’ operational readiness to meet those threats, the committee hold two additional meetings, one focused on cyber security and one focused on continental defence; that each panel be composed of three witnesses; and that the parties send an updated list of witnesses to the clerk of the committee no later than 12:00 p.m. (ET) on Friday, March 11, 2022;

2. That the committee undertake its study on the recruitment and retention of military personnel in the Canadian Armed Forces as its next study and that the parties send a list of witnesses to the clerk of the committee no later than 12:00 p.m. (ET) on Friday, March 18, 2022.

On motion of Bryan May, it was agreed, — That the Second Report from the subcommittee be concurred in.
