Pursuant to the order of reference of Wednesday, June 21, 2023, the committee resumed consideration of Bill C-53, An Act respecting the recognition of certain Métis governments in Alberta, Ontario and Saskatchewan, to give effect to treaties with those governments and to make consequential amendments to other Acts.

The witnesses answered questions.

The committee resumed its clause-by-clause study of the Bill.

By unanimous consent, the committee reverted to Clause 2 previously stood.

Jamie Schmale moved, — That Bill C-53, in Clause 2, be amended by replacing line 28 on page 2 with the following:

“treaty means, except in sections 4.1 and 5, a treaty that is entered”

The question was put on the amendment of Jamie Schmale and it was agreed to on the following recorded division:

YEAS: Jenica Atwin, Jaime Battiste, Ben Carr, Anna Gainey, Lori Idlout, Sébastien Lemire, Eric Melillo, Michelle Rempel Garner, Jamie Schmale, Bob Zimmer — 10;

NAYS: — 0.

Clause 2, as amended, carried on division.

By unanimous consent, the committee reverted to Clause 14 previously stood.

By unanimous consent, the committee reverted to New Clause 14.1 previously stood.

Eric Melillo moved, — That Bill C-53 be amended by adding before line 24 on page 5 the following new clause:

“14.1 For greater certainty, nothing in this Act is to be construed as allowing for a treaty to be entered into by a Métis government and His Majesty in right of Canada that recognizes any right or claim in respect of land or resources.”

Debate arose thereon.

At 11:24 a.m., the sitting was suspended.

At 11:41 a.m., the sitting resumed.

After debate, by unanimous consent, the amendment was withdrawn.

By unanimous consent, the committee reverted to Clause 15 previously stood.

Motion

Bob Zimmer moved, — That the committee resume consideration of the motion moved by Bob Zimmer on Monday, January 29, 2024, which read as follows:

That, given that the Premier of the Northwest Territories has requested a complete exemption from the Carbon Tax for his jurisdiction, the Committee invite the Premier of the Northwest Territories, R.J. Simpson, to appear on this request for Carbon Tax exemption and the challenges Northwest Territories faces with the cost of living, and that the committee report to the House that it calls on the government to immediately carve out Northwest Territories from the Carbon Tax.

Debate arose thereon.

The question was put on the motion and it was negatived on the following recorded division:
