The committee proceeded to the consideration of matters related to committee business.

At 11:13 a.m., the sitting was suspended.

At 11:26 a.m., the sitting resumed in public.

The committee resumed consideration of the first report of the Subcommittee of Agenda and Procedure of the Standing Committee on Foreign Affairs and International Development.

Amendment

Rachel Bendayan moved, — That the first report of the subcommittee on agenda and procedure be amended by replacing everything after the words “the following recommendations” with the following:

“That, pursuant to Standing Order 108(2), the Foreign Affairs and International Development Committee undertake a study on the escalating situation at the Russia-Ukraine border that risks peace and security in the region, the Government of Canada’s support for our allies in Ukraine and the path to Ukraine’s accession to the North Atlantic Treaty Organization (NATO) as reaffirmed at the 2021 NATO Brussels Summit; that the committee hold a minimum of four meetings on this study, including two meetings to hear from witnesses, and two meetings to receive briefings from officials concerning the situation and, recognizing the sensitivity of matters of national security, that one of the latter briefing meetings be held in camera and the other in public”.

Heather McPherson moved, — That the amendment be amended by adding after the words “the following recommendations” the following:

  1. “That, pursuant to Standing Order 108(2), the Committee request the appearance of Bob Rae, Ambassador of Canada to the United Nations, to appear from January 17 to January 28 to entertain questions from the Committee in regard to his mandate and experience, for a period of three hours”
  2. “That, pursuant to Standing Order 108(2), the Foreign Affairs and International Development Committee undertake a study on the escalating situation at the Russia-Ukraine border that risks peace and security in the region, the Government of Canada’s support for our allies in Ukraine and the path to Ukraine’s accession to the North Atlantic Treaty Organization (NATO) as reaffirmed at the 2021 NATO Brussels Summit; that the committee hold a minimum of four meetings on this study, including two meetings to hear from witnesses, including the Ukrainian Canadian Congress, and two meetings to receive briefings from officials concerning the situation, that the first of these meetings take place on February 3, 2022; and that subsequent meetings be held on an as-needed basis due to the fluid situation”

Michael D. Chong moved, — That the subcommittee report be amended by adding after the words “due to the fluid situation” the following:

“3. That, pursuant to Standing Order 108(2), the Foreign Affairs and International Development Committee undertake a study of the escalating situation in the Taiwan Strait that risks peace and security in the region, and that the committee hold a minimum of four meetings on this study, including three meetings to hear from witnesses and one meeting to receive briefings from government officials concerning the situation”.

Heather McPherson moved, — That the subcommittee report be amended by adding after the words “concerning the situation” the following:

“4. That, pursuant to Standing Order 108(2), the Foreign Affairs and International Development Committee undertake a study on the situation of vaccine equity; that the committee hold a minimum of four meetings on this study; that the study focus on COVAX and the impacts of intellectual property rights on global access to COVID-19 vaccines, that the findings collected are reported to the House and that, pursuant to Standing Order 109, the committee request the government to table a comprehensive response to the report”.

Robert Oliphant moved, — That the subcommittee report be amended in point number one by deleting the words “from January 17 to January 28” and by replacing the words “three hours” with the words “two hours”.

Stéphane Bergeron moved, — That the subcommittee report be amended by adding after the words “table a comprehensive response to the report” the following: “5. That briefings of two hours on the current situations in Haiti and Ethiopia be scheduled at the discretion of the Chair in the shortest possible timeframe”.

The Subcommittee report, as amended, read as follows:
