Bill C-15, An Act respecting the United Nations Declaration on the Rights of Indigenous Peoples
In accordance with its Order of Reference of Monday, April 19, 2021, your committee has considered Bill C-15, An Act respecting the United Nations Declaration on the Rights of Indigenous Peoples, and agreed on Thursday, April 22, 2021, to report it with the following amendments:

Preamble

That Bill C-15, in the preamble, be amended by replacing lines 9 and 10 on page 2 with the following:

“combat prejudice and eliminate all forms of violence, racism and discrimination, including systemic racism and discrimina-”

That Bill C-15, in the preamble, be amended by replacing line 18 on page 2 with the following:

“gious, ethnic or cultural differences, including the doctrines of discovery and terra nullius, are racist, scien-”

That Bill C-15, in the preamble, be amended by replacing line 19 on page 3 with the following:

"and value of the Constitution of Canada, and Canadian courts have stated that such rights are not frozen and are capable of evolution and growth;"

Clause 4

That Bill C-15, in Clause 4, be amended by replacing, in the English version, line 1 on page 5 with the following:

“4 The purposes of this Act are to”

Clause 6

That Bill C-15, in Clause 6, be amended by replacing lines 18 and 19 on page 5 with the following:

"nate all forms of violence, racism and discrimination, including systemic racism and discrimination, against Indige-"

That Bill C-15, in Clause 6, be amended by replacing line 5 on page 6 with the following:

"ed as soon as practicable, but no later than two years af-"

Your committee has ordered a reprint of Bill C-15, as amended, as a working copy for the use of the House of Commons at the report stage.
A copy of the relevant Minutes of Proceedings (Meetings Nos. 28 and 29) is tabled.
