Geneviève Côté, Martin Lavallée, Troy Reeb and Richard Stursberg made statements and answered questions.
At 2:03 p.m., the sitting was suspended.
At 2:08 p.m., the sitting resumed.
Amélie Hinse, Stéphane Cardin, Pam Dinsmore and Susan Wheeler made statements and, with Catherine Edwards, answered questions.
Heather McPherson moved, — That the committee call on the Minister of Canadian Heritage to provide the committee with the policy direction order intended for the Governor in Council, or any other documents pertaining to the regulation of online broadcasting undertakings, in relation to Bill C-10.
On motion of Julie Dabrusin, it was agreed, — That the motion be amended by adding the word “draft” before the word “policy”.
After debate, the question was put on the motion, as amended, and it was agreed to.
The motion, as amended, read as follows:
That the committee call on the Minister of Canadian Heritage to provide the committee with the draft policy direction order intended for the Governor in Council, or any other documents pertaining to the regulation of online broadcasting undertakings, in relation to Bill C-10.
Heather McPherson moved, — That the committee invite Kevin Chan, Global Director and Head of Public Policy of Facebook Canada for a follow-up meeting regarding his testimony on the relations between Facebook and the federal government on January 29, 2021; and that he address Facebook’s recent decision to ban Australian journalistic content from its social network.
Anthony Housefather moved, — That the motion be amended by replacing all the words after “That the committee” with the following:
“invite Facebook, Inc. for a follow-up meeting regarding the subjects raised during its testimony before the Committee on January 29, 2021, and also to address Facebook’s recent actions in Australia related to the Australian Government’s consideration and adoption of the News Media Bargaining Code; that, both Mark Zuckerberg, CEO and Mr. Kevin Chan, Global Director and Head of Public Policy, Canada testify on behalf of Facebook Inc.; and, that the Chair find a time in a non-sitting week in March for this meeting, based on Facebook’s availability”.
RULING BY THE CHAIR
The Chair ruled the proposed amendment inadmissible, as it was outside the scope of the main motion.
The debate resumed on the motion.
By unanimous consent, Anthony Housefather moved, — That the motion be amended by replacing all the words after “That the committee” with the following:
