Pursuant to the order of reference of Tuesday, May 26, 2020 and the motion adopted by the committee on July 7, 2020, the committee resumed its study of government spending, WE Charity and the Canada Student Service Grant.

Philippe Dufresne made a statement and answered questions.

The committee proceeded to the consideration of matters related to committee business.

On motion of Peter Julian, it was agreed, — That the Standing Committee on Finance (FINA) of the House of Commons confirm full parliamentary privilege protection to witnesses appearing before the committee and ensure that there will be no consequences or retribution in any form for their testimony related to the study on Government Spending, WE Charity and the Canada Student Service Grant.

On motion of Peter Fragiskatos, it was agreed, — That the subcommittee report be adopted.

Your Subcommittee met on Friday, July 31, 2020, to consider the business of the Committee and agreed to make the following recommendations:

That, in relation to the study of government spending, WE Charity and the Canada Student Service Grant:

(a) the committee hold meetings on Tuesday, August 4 and Thursday, August 6, 2020, as well as on two days during the week of August 10, 2020, on dates to be determined, provided that the meeting of August 4 be scheduled for two hours and the remaining meetings be scheduled for three hours each;

(b) the committee invite the Law Clerk and Parliamentary Counsel of the House of Commons to appear and give testimony in camera on Tuesday, August 4, 2020;

(c) that members shall submit prioritized witness lists to the clerk no later than 4:00 p.m. on Wednesday, August 5, 2020, provided that members may submit supplementary witness lists thereafter;

(d) the clerk of the committee invite a witness to appear as an interim replacement for Victor Li and until such time as the committee may schedule an appearance by Mr. Li.

At 2:22 p.m., the committee adjourned to the call of the Chair.
