Pursuant to the orders of reference of Tuesday, March 24, Saturday, April 11, and Tuesday, May 26, 2020, the committee resumed its study of the Government’s Response to the COVID-19 Pandemic.

Mairead Lavery made a statement and, with Carl Burlock and Todd Winterhalt, answered questions.

At 4:31 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

Michael Denham made a statement and, with Jérôme Nycz and Karen Kastner, answered questions.

At 6:04 p.m., the sitting was suspended.

The committee proceeded to the consideration of matters related to committee business.

The Chair presented the First Report from the Subcommittee on Agenda and Procedure, as amended, which read as follows:

Your subcommittee met on Friday, June 5, 2020, to consider the business of the committee and agreed to make the following recommendations:

1. That, in relation to the study of the government’s response to the COVID-19 pandemic:

(a) the committee hear from representatives from Export Development Canada (EDC) and the Business Development Bank of Canada (BDC) on Tuesday, June 9, 2020, from 3 p.m. to 6 p.m. and that the last hour of the meeting be dedicated to matters related to committee business; (b) the committee dedicate the meeting of Thursday, June 11, 2020, to the hearing of the Minister of Finance and departmental officials, as well as representatives from the Canadian Pension Plan Investment Board (CPPIB) and the Canadian Development Investment Corporation (CDEV); (c) the committee dedicate the meeting of Tuesday, June 16, 2020, to the hearing of the Governor of the Bank of Canada from 3 p.m. to 5 p.m. and to the study of the Main Estimates 2020-21 from 5 p.m. to 7 p.m.; (d) the committee dedicate the meeting of Thursday, June 18, 2020, to a panel composed of economists from preferably the major Canadian banks and that members of the committee submit their prioritized witness lists no later than Tuesday, June 9, end of day; and (e) in either of the meetings of Monday, June 22, Tuesday, July 7, or Thursday, July 9, two hours be dedicated to the hearing of, respectively, the Auditor General of Canada, the Chief Executive Officer of the Canada Infrastructure Bank, the Commissioner of the Financial Consumer Agency of Canada (FCAC) and the Superintendent of Bankruptcy Canada, and that four hours be dedicated to the hearing of witnesses that have requested to appear.

2. That, in relation to the committee’s 2021 pre-budget consultations:

(a) the committee invite Canadians to share their recommendations in briefs of no longer than 2000 words, submitted through the committee’s website, no later than Friday, August 7, 2020, at 11:59 p.m. EST; (b) this year’s theme be “economic restart and recovery”; (c) only one submission per individual or organization be accepted; (d) a succinct list of recommendations be included at the beginning of the written submissions; (e) all those who submit a written submission will be considered as having made a request to appear before the committee; (f) the clerk be allowed to publish briefs that are only submitted in both official languages on the Digital Binder Site of the committee; and (g) a news release be prepared by the analysts and the clerk, in consultation with the Chair, and be published on the committee’s website and on social media to launch the process.

3. That, pursuant to the Order of Reference of Tuesday, March 24, 2020, the committee dedicate one meeting to the study of the review of the provisions and operation of the COVID-19 Emergency Response Act during the week of September 21, 2020.

Peter Julian moved, — That the First Report of the subcommittee be concurred in.

Motion

Pierre Poilievre moved, — That the Standing Committee on Finance call on the Auditor General of Canada to audit all federal programs associated with Canada's COVID-19 response and to complete all previously-scheduled audits and all audits requested by the House; and call on the government to provide the Office of the Auditor General all the funding it needs to carry out these audits and any other work it deems appropriate.

Debate arose thereon.
