Government Orders

Ms. Freeland (Minister of Foreign Affairs), seconded by Mr. Champagne (Minister of International Trade), moved, — That the House (a) recognize that the government is committed to a foreign policy that supports multilateralism and rules-based international systems, human rights, gender equality, the fight against climate change, and economic benefits being shared by all; (b) recognize that further leadership on the part of Canada is both desirable and required; and (c) support the government’s decision to use the foregoing principles to guide Canadian foreign policy. (Government Business No. 17)

Debate arose thereon.

The attention of the Speaker was drawn to the lack of a quorum and, fewer than 20 Members having been counted, pursuant to Standing Order 29(3), the bells were rung to call in the Members.

The House resumed consideration of the motion of Ms. Freeland (Minister of Foreign Affairs), seconded by Mr. Champagne (Minister of International Trade). (Government Business No. 17)

The debate continued.

Mr. Genuis (Sherwood Park—Fort Saskatchewan), seconded by Mr. Eglinski (Yellowhead), moved the following amendment, — That the motion be amended by deleting all the words after the word “That” and substituting the following:

“the House recognize that the government’s foreign policy should have acknowledged the genocide committed against Yazidis and Assyrian Christians, including women and girls; refrain from attempting to reopen and normalize relations with the Islamic Republic of Iran, a Canadian-listed state sponsor of terror as well as normalizing relations with Vladimir Putin and the Russian Federation when it is illegally occupying Crimea and Ukraine; reopen immigration programs targeted towards vulnerable minorities; and reopen the Office of Religious Freedom.”.

Pursuant to Order made Thursday, June 1, 2017, the House proceeded to the taking of the deferred recorded division on the motion of Mr. Strahl (Chilliwack—Hope), seconded by Mr. Ritz (Battlefords—Lloydminster), — That the House agree that the Kinder Morgan Trans Mountain Expansion Project: (a) has social license to proceed; (b) is critical to the Canadian economy and the creation of thousands of jobs; (c) is safe and environmentally sound, as recognized and accepted by the National Energy Board; (d) is under federal jurisdiction with respect to approval and regulation; and (e) should be constructed with the continued support of the federal government, as demonstrated by the Prime Minister personally announcing the approval of the project.

Mr. Carrie (Oshawa), seconded by Mrs. Stubbs (Lakeland), moved, — That the Standing Committee on Finance be instructed to undertake a study on: (a) how the government could examine approaches and methods to ensure maximum transparency for consumers related to the costs of carbon pricing, including a requirement for a dedicated line item on invoices and receipts; (b) mechanisms the government could use to report annually to Parliament on the financial impact, past and projected, of the federally-mandated price on carbon on Canadian households and employers; and that the Committee report its findings and recommendations to the House within four months of the adoption of this motion. And of the amendment of Mr. Nicholson (Niagara Falls), seconded by Mr. Albrecht (Kitchener—Conestoga), — That the motion be amended by deleting all the words after the word “That” and substituting the following:
"the House decline to give second reading to Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts, since the bill makes homegrown marijuana more accessible to children.".
