Business of Supply

The Order was read for the consideration of the Business of Supply.

Mr. Strahl (Chilliwack—Hope), seconded by Mr. Ritz (Battlefords—Lloydminster), moved, — That the House agree that the Kinder Morgan Trans Mountain Expansion Project: (a) has social license to proceed; (b) is critical to the Canadian economy and the creation of thousands of jobs; (c) is safe and environmentally sound, as recognized and accepted by the National Energy Board; (d) is under federal jurisdiction with respect to approval and regulation; and (e) should be constructed with the continued support of the federal government, as demonstrated by the Prime Minister personally announcing the approval of the project.

Debate arose thereon.

Private Members' Business

Mr. Kent (Thornhill), seconded by Mr. Kmiec (Calgary Shepard), moved, — That, in the opinion of the House, the extreme socialist policies and corruption of President Nicolas Maduro and his predecessor President Hugo Chavez have imposed considerable suffering on the people of Venezuela and therefore the House call upon the government to: (a) develop a plan to provide humanitarian aid directly to Venezuela’s people, particularly with respect to alleviating the severe shortages of food and medical supplies; (b) condemn the continued unjust imprisonment and treatment of political opponents who, as reported by Luis Almagro, Secretary General of the Organization of American States on March 14, 2017, “fear repression, torture, and even death”; (c) call upon the Government of Venezuela to respect the right of the people of Venezuela to hold a free and fair referendum to restore democratic rule in their country; and (d) recognize that Canada’s foreign policy should always be rooted in protecting and promoting freedom, democracy, human rights, and the rule of law. The House resumed consideration of the motion of Ms. Wilson-Raybould (Minister of Justice), seconded by Ms. Chagger (Leader of the Government in the House of Commons), — That Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts, be now read a second time and referred to the Standing Committee on Health;

And of the amendment of Mr. Nicholson (Niagara Falls), seconded by Mr. Albrecht (Kitchener—Conestoga), — That the motion be amended by deleting all the words after the word “That” and substituting the following:
"the House decline to give second reading to Bill C-45, An Act respecting cannabis and to amend the Controlled Drugs and Substances Act, the Criminal Code and other Acts, since the bill makes homegrown marijuana more accessible to children.".
